Training Specialist (Continuing Education) is responsible for reviewing, updating, & making recommendations regarding policies affecting continuing education activities of the James A. Haley VA Healthcare System. Training Specialist applies theoretical knowledge & experience to develop, coordinate, and promote a comprehensive program of medical staff education with the goal of enhancing improving James A. Haley VA Healthcare System's overall effectiveness in meeting internal & external needs.

Duties

Develop, coordinate, and promote a comprehensive program for enhancing competence of clinical providers. Central point of contact for the overall management for continuing provider education within the hospital and affiliated outpatient clinics. Responsible for overseeing provider competencies, licensure renewal courses, and coordination of a wide variety of educational activities within the medical center. Responsible for program evaluation, needs assessments, and continuous improvement for the Continuing Education (CE) program. Serves as a fund control point official for multiple control points related to the CE program budget and advises the continuing and hospital committee on the CE spending. Serves as the facility liaison to professional associations and maintains updated knowledge regarding the guidelines and standards for CE set by accreditation of all medical center continuing education. Serves as the CE in the Chief of Staff, ACOS/E, Service and is administratively responsible for the implementation, coordination, and evaluation of all medical center continuing education. Organizes CE programs which insure providers are provided with appropriate continuing education activities to expand their knowledge and meet their occupational license requirements. Work Schedule: 8:00AM-4:30PM, MONDAY through FRIDAY Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. Training Instruction Series 1712 Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze/evaluate information, interpret guidance, and provide guidance; Develop and participate in the facilitation of training events; Prepare written and electronic reports; Participate in the development of the facility's developmental/training plan; Develop tailored curriculum and/ or syllabi annually; Perform program management and administrative work related to training; Organize and set priorities for development experiences; Develop metrics and measure development; Develop training programs; Provide instructional training in a face to face or virtual environment; Public speaking experience.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Education cannot be credited without documentation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. Walking and travel between sites may be required. Position requires some standing, bending, and carrying light-weighted items such as bools, medical records, and paper.
