Duties
The Hollings Manufacturing Extension Partnership (MEP) is based at NIST and its mission is to enhance the productivity and technological performance of U.S. manufacturing. MEP is a public-private partnership. Through its collaborations at the federal, state and local level, MEP Centers work with manufacturers to develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains. The MEP Program serves as a bridge to other organizations and federal research labs that share a passion for enhancing the manufacturing community.
If hired as the IT Project Manager for the MEP group, your duties will include:
Advocating to the development team on behalf of users to include customer needs into product features.
Consulting with a variety of stakeholders to identify solutions that meet requirements.
Coordinating and managing all aspects of the product lifecycle.
Ensuring all key technical and non-technical (e.g., functional) requirements are gathered, prioritized, and executed.
Ensuring that all systems components can be integrated and aligned (e.g., procedures, databases, policies, software, and hardware).
Leveraging data and feedback from customers and end users to foster continual improvement, generate actionable insights, and inform product direction.
Tracking metrics and user satisfaction to measure performance and functionality of products, services, and features.
Working with cross-functional teams with a human-centered focus to deliver value to the user.
Working with other product and service owners to balance and prioritize product needs to meet overall requirements, constraints, and objectives to achieve shared outcomes.

Qualifications
Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as:
experience managing iterative product development from conception to completion including leveraging data and feedback from stakeholders and end users
experience identifying and tracking metrics and user satisfaction to measure performance, assess risks, and inform functionality and prioritization of products and/or services
experience coordinating and facilitating ongoing activities (e.g., meetings, briefings) to establish shared vision, buy-in, identify solutions, and ensure strategic alignment across a variety of stakeholders
experience collaborating with others to balance and prioritize product and/or service needs to meet overall requirements and constraints to achieve shared outcomes
and experience collaborating with cross-functional teams in an iterative approach to deliver products and/or services.
