This position is located in the Office of Airports, Western Pacific Regional Airports Division, AWP-600, Safety and Standards Branch, AWP-620. The Safety and Standards Branch oversees and supports engineering, Part 139 Airport Certification and safety and standards certification.

Duties

FV-I: The incumbent serves as the Airports Compliance Specialist for the Office of Airports, Airports Division Western Pacific Region responsible for assessing and evaluating complaints in accordance with 14 Code of Federal Regulation (CFR) Part 13, of non- compliance with applicable laws, policies and procedures related to the terms and conditions of federal land transfers and federal grant obligations that include airport rates, charges, and revenue diversion.

Qualifications

To qualify for this position at the FV-H level, you must demonstrate in your application package that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-5-9 levels. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position.Specialized Experience FV-H includes:Experience in airport operations preparing required documentation in support of aspects of airport operations (e.g., airport planning, airport management, airport compliance); or the management of Federal Aviation regulatory programs or related fields.Experience in participating on a team performing investigations and writing reports to allow substantiation findings.To qualify for this position at the FV-I level, you must demonstrate in your application package that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-10-12 levels. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position.Specialized Experience FV-I includes:Experience in the application of the policies and principles pertaining to aspects of airport operations (e.g., airport planning, airport management, airport compliance, or business law) to provide advice and guidance to officials in various organizations.Experience in conducting investigations and writing reports to substantiate findings.Applicants MUST include examples of specialized experience in their work history.Please ensure you answer all questions and follow all instructions carefully. Based on this evaluation, applicants will be placed in one of the following categories: score order, category grouping, or priority grouping and referred to the selecting official for consideration.Additional Responsibilities continued:FV-H: Performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams.Applies experience and detailed technical knowledge with limited oversight from management and/or the Lead Compliance Program Manager, performs the following duties for Office of Airports: conducting Land Use Compliance Inspections at Federally obligated airports, preparing land use compliance reports, tracking progress of sponsor corrective actions through completion, reviewing sponsor corrective action plans for compliance with obligations and resolution of findings, assisting in providing follow up actions on Land Use Compliance Inspections, and coordinating information on land use audits with ACO-100. Performs investigations and drafts reports that substantiate findings and if necessary could be used as a basis for administrative or legal action.Provides information to officials in the airports division, public agencies, municipalities, airport sponsors, and general public on the intent of applicable laws, regulations, policies, and standards as they relate to the use of airport revenue as required in the Federal Aviation Administration (FAA) Revenue Use Policy, 64 Federal Register, 7696 dated February 16, 1999. Researches land release issues and provides guidance to project managers. As necessary, prepares and coordinates Federal Register notices for proposed land releases. Researches and provides responses to questions on established policies and procedures. Reviews airport audits reported under the Department of Transportation, OIG and Office of Management and Budget Circular A-133 (single audit); and works with management and/or senior staff to resolve any outstanding issues and findings.Demonstrates some independence in planning time and using assigned resources to accomplish assignments and small projects.Contacts are primarily internal to the organizational unit, major subdivision, and LOB/SO, with some contact with customers and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some technical areas, may have regular contact with customers and/or external organizations. Provides information on Part 13 conclusions to assist Headquarters personnel on 14 CFR Part 16 complaints, and provides assistance with follow up actions on Part 16 corrective action plans. Provides information to field offices, government agencies, airport consultants, aviation industry representatives and public on federal regulations and FAA policy, and FAA Order 5190.6, Airport Compliance Requirements. Coordinates with the Office of Inspector General on issues of unlawful revenue diversion and assists the Airport Certification Staff and Airport District Offices as necessary.Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced technical specialist. May provide recommendations to improve work processes. Conducts preliminary analysis in accordance with current Federal Law and FAA Policy to determine if an airport sponsors’ actions are consistent with its federal obligations. Monitors and enforces obligations in order to protect the public interest in civil aviation and achieve compliance with federal laws. This includes the investigation and completion of Part 13 informal complaints filed against airports for alleged violations of various federal laws, regulations, and grant assurances.Provides technical support and assistance to the airports division employees, government agencies, airport consultants, aviation industry representatives, airport sponsors, and the public on Federal regulations and FAA policy and goals related to the airport compliance program.Frequently refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced technical specialist when guidelines are not available or applicable.Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity.
