About the Position: Serves as a Traffic Management Specialist in a Brigade, Ocean Cargo Clearance Authority Office (OCCA), Quality Assurance Section.

Duties

Administer the terms and conditions of contracts to ensure contractor and government performance is in compliance, and that appropriate remedial actions are invoked as required. Review government failures, develop facts, analyze trends, and provide reports to agencies/commands for corrective action. Verify carrier invoices for payment of such services as container detention, accessories, expedited delivery, failures to meet minimum cargo volumes, etc. Act as a focal point for resolving problems with contractor or government performance. Maintain carrier performance files for each contractor and contract. Assist with development of reports prescribed by the Contracting Officer to reflect performance as compared to standards, outline shortfalls, problems and other issues. Inspect and accept or reject deliverables during contract performance and at close-out in conformance with contract terms and conditions.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Position requires the ability to obtain and maintain a secret security clearance.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
• Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
• If assigned Contract Officer Representative incumbent will be required to complete several online courses within 24 months.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
