You will serve as a Training Specialist with NIOC/CNO ACTIVITY in Pensacola, FL, performing technical and administrative tasks to execute Cyber Mission Forces training management. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will manage Offensive and Defensive Navy Cyber Mission Force training, including scheduling, delivery, tracking, and reporting. You will plan and execute a command-wide training program. You will create and execute short- and long-term training plans and perform program analysis. You will coordinate with external training authorities to ensure program compliance. You will partner with internal training stakeholders to ensure continuous improvement. You will collaborate across the command in structured and unstructured situations to ensure that required and enhancing training opportunities are available to command personnel. You will maintain contact with upper echelon training program managers to ensure efforts fulfill current requirements and follow established processes.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 711 / Cyber Instructional Curriculum Developer; see Additional Information.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Executing Cyber Mission Forces training management by creating and executing short and long term training plans, performing program analysis, and implementing process improvements; 2. Ensuring that required and enhancing training opportunities are available and that training databases accurately reflect completions and requirements for all assigned personnel; 3. Supporting personnel in the development and execution of individual training plans; and, 4. Making recommendations impacting resources and training strategies to the department head.
