THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (MIL), Position Description Number PDD1105000 and is part of the WY Deputy Chief of Staff Personnel, Wyoming Army National Guard.

Duties

This position is located in the Wyoming Army National Guard's (WYARNG) Military Personnel Office (MILPO). The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the state and oversees the functions of the Defense Enrollment Eligibility Reporting System (DEERS) and Retirement Services. (1) Serves as an advisor to commanders, Soldiers, Retired Soldiers, spouses, and surviving spouses regarding the Retirement Services Program. (2) Responsible for and ensures the timely and accurate processing of submitted military personnel actions. (3) Provides oversight and guidance on the Retirement Points Accounting Management (RPAM) program. (4) Provides information and ensures regulatory compliance regarding area of responsibility which includes retirements, separations, and discharges. (5) Performs duties as a DEERS Verifying Official and Operator. ** This is NOT an all-inclusive list of duties. **

AREAS OF CONSIDERATION: Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible). Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the DCSPER. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard. Area 4: All current M-day soldiers of the Wyoming Army National Guard. Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. TECHNICIAN INFO Type of Appointment: Permanent Tenure: Group 1 or 2 Work Schedule: Monday - Friday, 7:00 am - 4:30 pm FLSA: Exempt Telework: The duties of this position require primary physical presence. Situational telework may be considered on a case-by-case basis. DESCRIPTION OF WORK: Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. SPECIALIZED EXPERIENCE: Must possess at least 12 months experience at the GS-7 level which provided a basic knowledge of National Guard missions, organizations, and personnel programs; basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced operating a computer and using varied computer programs. NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Knowledge of, and skill in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment. Knowledge of the organizational structure and requirements of the Army National Guard suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty. In-depth knowledge of applicable regulations relating to the field of military human resources management and the area of assignment. Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. COMPATIBLE MILITARY OCCUPATION SPECIALTY 42A, Human Resources Specialist TRAINING REQUIREMENTS: Must be able to obtain Retirement Services Officer (RSO) Certification within 6-months of appointment to position. (Ref: AR 600-8-7, Para 1-9). Only RSOs and assistant RSOs who have successfully completed an approved RSO certification course will advise/counsel soldiers, retired soldiers, spouses and surviving spouses. Must complete DEERS Verifying Official Training. DRIVER'S LICENSE: Must possess a valid driver's license.
