The incumbent is responsible for improving, installing, and analyzing an integrated work system comprised of persons, materials, supplies, and equipment for use in rendering services for the maintenance and repair of buildings, building systems, major underground utility systems and other facilities of the entire Health Care System.
Duties
Applies initiative and resourcefulness in planning routine and non-routine assignments of substantial variety and complexity, concerned with the operation of a major maintenance and repair program and over 65 journeymen and workers engaged in a wide variety of trades and crafts work, including electricians, pipefitters, welders, plumbers, carpenters, masons, locksmiths, general mechanics, air conditioning and refrigeration mechanics, etc.
Plans, designs, and recommends complete facilities, new or improved, for the fabrication, installation and repair of government property.
Studies normally result from requests/requirements for new or modified workload or by survey to rearrange, repair, modify, and/or improve existing methods and facilities.
Participates in management discussions on program plans, production requirements, proposes moves, expansions, etc. Incumbent assembles and analyzes pertinent data on facilities, equipment, tools, production records, quotes, methods of operation, flow of work, quality control, inspections, requirements, and manpower utilization.
Prepares detailed recommendations, justifications, and specifications for accomplishing changes. Creates layout drawings showing locations of machines, equipment, welding areas, work and rest areas, outlets, lights, etc.
Prepares equipment lists showing types, capacity, operational efficiency, number of units needed, etc. Inputs items such as power requirements, heating, plumbing, etc.
Prepares cost estimates and manpower requirements. Discusses recommendations with shop foremen, engineering personnel, planning staff, and medical center management. Plans, schedules, coordinates, and monitors implementation and installation phases. (Facility layout)
Plans, coordinates, and conducts industrial engineering studies, which arc extensive in scope, encompassing all or most production shops within the Health Care System.
Studies are comprehensive and relate to methods of operation, production problems, work standardization and simplification, cost of operations, engineering standards, facilities equipment, energy savings, manpower utilization, etc.
Studies typically involve evaluation of an entire work system such as all work process necessary on new buildings or all the required routing repair operations and inspections when the building is activated, (Standards and methods)
The program is responsible for maintenance and repair of more than 65 buildings with over 2.6 million square feet of usable space, approximately 110 miles of roads, walks, and parking lots, 3 boiler plants, swimming pools, building utility systems, major underground cabling, both hot and cold water distribution systems, both sanitary and storm drainage sewer systems, medical gas, air and vacuum systems, and steam systems.
Using knowledge of administrative practices and industrial engineering techniques, provides support directly to the Chief Facilities for preparation of reports, studies, consultations, training episodes, projects, etc.
Conducts engineering economy and value analysis studies of alternative courses of action for personnel, materials and supplies, equipment, and utilities.
Participates in the preparation of the Engineering Service Budget for recurring and non-recurring M&R, station level projects, and utilities.
Provides staffing studies based upon knowledge of Engineering Service procedures Classifies work performed by other personnel into proper categories, completes time studies, etc., and conforms to tight scheduling and suspense actions.
Utilizes procedures and protocols in preparation of service contracts, verifies the need for contracts and drafts requests for contract coverage. (p C Incumbent must possess a valid California driver's license.
The incumbent is responsible for planning, estimating, designing, and supervising construction on non recurring M&R, Minor Misc,, Minor and Major Construction projects ranging in costs from $5,000 to over $2.0 million.
The position at this level performs all phases of project management from conception to the final inspection, The duties include administration, management, technical supervision, inspection, research, investigation, design, specification and technical writing, construction estimating, negotiating, surveying, preparation of working drawings and plans, and reporting.
The position serves as Contracting Officer's Technical Representative for assigned projects.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-10. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Qualifying Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Physical Requirements: Work is primarily in an office setting, however, there is some walking, standing, bending, and carrying of light items (25 pounds or less). Also, some work is accomplished in the Program Laboratories. Frequently visits ward areas, clinical and research laboratories, and radiology suites, where there is possible exposure to infectious diseases. Therefore. incumbent must observe all infection control procedures. Frequently visits construction sites where there are physical hazards such as falling objects, tripping, falling, electrical shocks burns, dust, debris, noise, chemicals, and other physical and environmental hazards. Frequently visits all areas of the Medical Center where there is possible exposure to contagious diseases, strep infections, and radiation hazards. Must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, and reach, have good hearing and good eyesight with good color and depth perception to perform at optimum level.
