This position is located in the Facilities Section of Engineering Service at the VA Palo Alto Medical Center in Palo Alto, CA. The primary purpose of this position is to provide high-level administrative advice to the Chief of the Facilities Section, Shop Foremen, and other Section personnel.
Duties

Major Duties:
Improve, install, and analyze an integrated work system comprised of materials, supplies, and equipment for use in rendering services for the maintenance and repair of buildings, building systems, and major underground utility systems.
Plan, design and recommend complete facilities for the fabrication, installation and repair of government property.
Assemble and analyze pertinent data on facilities, equipment, tools, production records, quotes, methods of operation, flow of work, quality control, inspections, requirements, and manpower utilization.
Prepare detailed recommendations, justifications, and specifications for accomplishing changes.
Create layout drawings showing locations of machines, equipment, welding areas, work and rest areas, outlets, lights, etc.
Provide support directly to the Chief, Facilities Section, for preparation of reports, studies, consultations, training episodes, projects, etc.
Prepare cost accounting and statistical studies and provide management with a variety of information needed to make decisions concerning use an availability of resources.
Conduct engineering, economy and value analysis, studies of alternative courses of action for personnel, materials and supplies, equipment, and utilities.
Maintain cost accounting records and develop request for additional or increased funds based on Facilities activities or project requirements.
Prepare service contracts, verify the need for contracts and draft requests for contract coverage.
Plan, coordinate, and conduct industrial engineering studies which are extensive in scope encompassing all or most production shops within the Health Care System.
Plan, estimate, design, and supervise construction projects.
Perform all phases of project management from conception to the final inspection.
Duties include administration, management, technical supervision, inspection, research, investigation, design, specifications, and technical writing, construction, estimating, negotiating, surveying, preparation of working drawings and plans, and reporting.
Serves as Contracting Officer's Technical Representative for assigned projects.
Performs other related duties as assigned.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm

Qualifications
DRIVER'S LICENSE REQUIREMENT: Applicants must possess a current, valid state issued unrestricted motor vehicle operator's license. In order to qualify at the GS-11 grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-10) in the Federal service that provided the particular knowledge, skills and abilities required to successfully perform the duties of the position to be filled (Engineering Technician).
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
Additional specialized experience, which is required, includes experience applying engineering principles, techniques, and methods related to the operation of a major maintenance and repair program involving employees working in a wide variety of trades and crafts including electricians, pipefitters, welders, plumbers, carpenters, masons, locksmiths, general mechanics, air conditioning and refrigeration mechanics, etc. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) - OR-
EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree that is directly related to the work of the position (Engineering Technician). COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed graduate level education above a master's degree and specialized experience, as described above, which meets the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the position (Engineering Technician). IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work is primarily in an office setting, however, there is some standing, bending, carrying of light items (25 pounds or less).
