Duties
As a Human Resources Specialist (Rec/Staff/Class), you will:
Perform and manage the full range of recruitment task and services under Delegated Examining and Merit Promotion recruiting processes (i.e. prepare job analyses, crediting plans, vacancy announcements and other recruiting materials, represent PSA in recruiting initiatives, make contact with applicants; advise selecting officials of procedures and requirements governing Certificates of Eligibles, category ranking, and rules covering applicants with veterans' preference, analyze staffing requirements and advise management on approaches and methods to meet specialized position needs.
Provide technical advice in the areas of recruitment, staffing, placement, pay entitlements, and other related areas.
Responsible for coding and verifying the processing and completion of personnel actions such as promotions, reassignments, details, transfers, realignments, accessions, adverse actions, awards, transfers, and resignations; review requests for adequacy and accuracy, identify any problems or discrepancies and resolve or recommend resolution.
Perform position classification and ensure that the application of position classification standards, job grading system is accurate and consistent.
Advise and provide authoritative advice on position management and classification issues decisions, questions, and delegated classification authority processes.
Provide management with recommendations for improvements in position and organization structures considering the full range of life cycle requirements and potential need for consolidation or realignment of existing functions.
Qualifications
To qualify for this position, you must meet the specialized experience requirement listed below.
Specialized Experience:
This position requires Delegated Examining Certification (DE) from OPM, and as such you must possess a current DE certification. A copy of your DE certificate showing the date of certification and expiration date must be included with your application materials. You must be able to maintain your certification while performing in this position.
At the GS-12:
One year of full-time specialized experience equivalent to at least the GS-11 grade level in the Federal Service performing duties such as: 1) Performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities; providing classification support by using the applicable standards, researching and analyzing documentation to support actions, coding and providing advice on the processing of a wide range of personnel actions to include: accessions, promotions, reassignments, realignments, details, transfers, adverse actions, awards and resignations.; 2) Utilizing various HR related automated software programs (i.e. USAStaffing, National Finance Center (NFC), Position Management System Online (PMSO), Entry, Processing, Inquiry and Correction System (EPIC), etc.) to gather and evaluate data; and 3) Administering guidance to management and employees on various HR related topics (i.e., recruitment, staffing placement, and classification).
At the GS-13:
One year of full-time specialized experience equivalent to at least the GS-12 grade level in the Federal Service performing duties such as: 1) Serving as a subject matter expert in the management and performance of the full range of staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities; serving as a consultant in classification and position management; coding and providing advice on the processing of a wide range of personnel actions to include accessions, promotions, reassignments, realignments, details, transfers, adverse actions, awards, and resignations. 2) Utilizing various HR related automated software programs (i.e. USAStaffing, National Finance Center (NFC), Position Management System Online (PMSO), Entry, Processing, Inquiry and Correction System (EPIC), etc.) to gather and evaluate data; 3) Providing expert advice and guidance to management and employees on various HR related topics (i.e., recruitment, staffing placement, and classification); 4) Conducting program-wide evaluation of Human Resources staffing programs to determine compliance with Federal and local regulatory guidelines; and 5) Serving as a quality reviewer for Delegated Examining and Merit Promotion cases to ensure compliance and accountability of prescribed guidelines.
