Duties
Mission Statement:
The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Major Duties and Responsibilities:
Plan and perform/participate in liaison coordination activities in partnership with the IC, U.S. Government agencies, the Office of the Director of National Intelligence (ODNI) elements, military, state, local, tribal, territorial, private sector partners, and foreign partners to leverage existing information sharing capabilities and align policies, standards, systems, and information.
Plan, propose for development, and communicate policies, guidelines, and procedures that support information sharing with partners and provide a framework for managing the relationships between partners.
Plan and manage all aspects of partner visits with leadership, to include advancing coordination with partners, developing meeting agendas, preparing leadership for meetings, developing Memorandum for Records, and monitoring the completion of follow-on actions.
Participate in collaborative activities with partners and other government agencies; as requested, represent the organization in interagency working groups, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks with these organizations.
Plan, develop, and oversee the implementation of interagency activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders to ensure their effective cooperation and collaboration.
Plan, direct, and orchestrate inter-agency, cross-directorate, and cross-Center collaboration on programs and objectives, and evaluate and assess these efforts to ensure that they are successful.
Manage and organize U.S. Government working groups, meetings, boards, and other fora to exchange information, develop recommendations, resolve issues, and implement specific, approved, actions regarding partner relations issues.
Facilitate intelligence integration and effective coordination between the organization, U.S. Government agencies, and strategic mission partners.
Plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.
Plan, develop, and present briefing papers, meeting guidance, and other related information on partner information sharing issues, partner relationships, and policies.
Develop, execute, and maintain a three-year Mission Partner Strategic Plan, identifying key strategic mission partners, engagement strategies, whole-of-organization perspectives, engagement objectives from both the partner and organization perspective, and other information as identified by leadership in the development, maintenance, and execution of the strategy.
Qualifications
Mandatory Requirements:
Extensive experience with and knowledge of the IC, intelligence policy, intelligence operations, and situational awareness.
Extensive experience and knowledge of interagency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.
Demonstrated ability to lead and support cooperative relationships within the U.S. Government, build consensus, and further strategic mission objectives with partner elements.
Demonstrated ability to develop effective plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
Demonstrated ability to listen to, clarify, and convey understanding other others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way-ahead strategies.
Demonstrated ability to communicate complex information clearly, concisely, professionally, both verbally and in writing, in a manner that is well organized, logically presented, targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated ability to create, execute, and maintain strategic plans to include strategy narratives, plans, project material with detailed actions, deliverables, dependencies, clearly defined outcomes, and plans for achieving desired success.
Desired Requirements:
At least three years of experience working in the identity intelligence discipline of the counterterrorism or intelligence community enterprises at the supervisory-level or higher.
At least three years of strategic planning experience working in the identity intelligence discipline of the counterterrorism or intelligence community enterprises.
