This position is the VISN Picture Archiving and Communication System (PACS) Administrator, and serves as a liaison for Clinical Users, Healthcare Technology Management (HTM), and Office of Information Technology (OI&T). As a national/regional technologist, this position functions as a program specialist responsible for the management of VISN or national initiatives having a high degree of visibility and a significant impact on VHA health care delivery.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for computed tomography (CT). Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Loss of Credential. An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). i (1) Experience. At least one year of experience comparable to the next lower grade level that fully meets the KSAs at that level. (2) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. [Diagnostic Radiologic Technologist], GS-13 [(a) National/Regional Technologist. Technologists at this level function as program specialists responsible for the management of VISN or national initiatives having a high degree of visibility and a significant impact on VHA health care delivery. Examples include VISN or national initiatives in the care and treatment of patients, educational programs, program evaluation, quality assurance, etc. These programs typically include collaboration with other Federal and State agencies, professional organizations, etc. Due to the scope of regional/national responsibilities, it is expected there may be one regional level technologist per VISN, if and where warranted, but no more than two. In addition, the candidate must demonstrate all of the following technical KSAs: i i. Knowledge of VISN or national initiatives and/or intra-agency workgroups or committees. i ii. Ability to develop and/or recommend national policies and/or directives. i iii. Ability to perform VHA Central Office special projects and activities. i iv. Skill in managing resources at a complex facility or organization, i.e., space, equipment, supplies, personnel a regional or national level.] References: VA Handbook 5005/119 PART II APPENDIX G25 December 13, 2019.
