This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The PACS technologist provides support and troubleshoots system application issues and instructs users in the proper operation of digital image processing, storage, and display systems. The technologist performs VistA radiology, VistA imaging, and PACS support activities and general ADPAC duties including user access control. The technologist coordinates contingency plans during equipment downtimes and initiates repair requests with appropriate services or vendors. The technologist provides oversight of hardware relating to PACS display workstations, applications, speech recognition hardware, and other medical imaging hardware. The technologist provides training to radiologists, technologists, and other clients in the proper and efficient use of imaging hardware and software of the integrated PACS and VistA imaging systems. The technologist provides instruction and guidance in daily operations of the ancillary systems such as: speech recognition dictation, dose reporting systems, contrast reporting systems, etc. The incumbent may function as a DRT which may include complex modalities such as CT, MR, mammography, ultrasound, and/or IR if qualified for those modalities. Duties or Functions of this position include but are not limited to: Provides first line technical support for image transmission and voice recognition and display errors related to modalities to include; Vista interface, display workstations, printers, and voice recognition system. Initiates proper repairs when possible and instructs users in proper operation or work arounds, and initiates service level agreements coordinating repair requests with appropriate services or vendors when necessary. Investigates system malfunctions to determine the cause. Defines and isolates the specific problem(s), using available diagnostic and error recovery techniques, and initiates corrective actions. Monitors equipment controlling environment and executes emergency procedures in case of natural or man-made disasters and security risk situations. Independently performs daily operations of the PACS system. Monitors PACS and related systems including application systems, networking interface software and system administrative software. Evaluates system performance by utilizing various tools, capacity planning, and imaging management/maintenance to adjust system and operation parameters as necessary. Oversees all aspects of implementation of software and upgrades to the PACS system and proactively identifies any potential issues. The incumbent is responsible to ensure studies are completed in a timely fashion. This includes running incomplete reports and notify appropriate personnel of items requiring urgent attention. The incumbent is responsible for training new and existing personnel in the usage of voice recognition software, PACS, and secondary systems as required. This may include setting up of hanging protocols and other user preferences as necessary. Incumbent is responsible for ADPAC functions within the Diagnostic Imaging Service Line. These duties include but are not limited to, VISTA Menu assignment, payroll, ePas, CPRS training, etc. Work with Vista Imaging and CLIN3 to monitor and identify issues with Compass Router, HDIGs, BPG, Load Balancer, HL7, HIS/RIS, text gateway, and equipment dictionary. The incumbent is responsible for the coordination between the Lexington VA HCS and Teleradiology Contractors and the National Teleradiology Program (NTP). This includes but is not limited to, serving as the COR, transmitting images, coordinating meetings, identifying conflict and developing resolutions to satisfy both facilities. Responsible for monitoring and evaluating daily exams to identify and update dictation (VR) status, modality image (Dicom) failures and assures integrity of images and data integration between VistARad and/or commercial PACS system. Independently identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance. Provides training to radiologists/physicians and technologists in proper and efficient use of imaging hardware and software and in use of VistA and CPRS software. Coordinates with clinical service Clinical Application Coordinators (CACs) in training and development of instructional materials for display of radiographic images at clinical workstations. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Loss of Credential. An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-10 DRTs perform procedures and examinations in hospitals or clinics under the direction of radiologists and other medical officers. The objective of the examinations and procedures is to produce radiographic studies that are used in medical diagnosis and interpreted by medical officers to locate injuries, foreign bodies, pathological conditions, or lesions within the body. They prepare and administer contrast media and medications in accordance with State and Federal regulations. All DRTs must be knowledgeable in computerized and digital radiography (CR/DR), and picture archiving and communications systems (PACS). For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Experience. At least one year of experience equivalent to the next lower grade level (GS-9), directly related to the position being filled that demonstrates the clinical competencies described at that level. The candidate must demonstrate all of the following technical KSAs: Ability to provide support and troubleshoot system application and hardware issues and instruct users in the proper operation of digital image processing, storage and display systems. Ability to perform VistA radiology, VistA imaging, and PACS support activities and general ADPAC duties including user access control. Ability to initiate repair requests with appropriate services or vendors. Knowledge of PACS system infrastructure and functionality. Ability to provide training to all user levels in the efficient use of imaging hardware and software of the integrated PACS system. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation.
