The primary purpose of this position, MANAGEMENT ANALYST, GS-0343-7/9, is to serve as a Management Analyst for the Branch organization. The Incumbent is responsible for performing selected studies involving the review and analysis of a variety of administrative/clerical processes and procedures assigned to the branch organization.
Duties
Perform studies to review and evaluate the efficiency/effectiveness of various administrative/clerical processes and their interrelationship with the branch organization structure.
Apply qualitative and quantitative techniques such as publication search, task analysis, procedure charting, graphics and calculation of statistical data in the review and analysis of a variety of processes and procedures.
Develop training packages, as required, as-well-as new/modified policies and procedures to ensure adherence to controlling policy and directives and to ensure the most efficient/effective practices are being followed.
Assist the Directorate manpower analyst in the analysis and review of proposed realignments/reorganizations to determine their impact on current branch administrative or clerical operations, policies, and guidelines.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental GS-07 Target GS-09 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-07
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks),or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes: the ability to gather and analyze basic facts and draw conclusions; and/or ability to learn the operation of automated data systems.

EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: applying qualitative and quantitative techniques in the identification, consideration, and resolution of issues or problems of a procedural or factual nature and/or knowledge of a variety of standard computer software packages and data management techniques.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic principles, concepts, and practices or management and organizational principals, and theories including administrative practices and procedures common to the organization, specifically mission support activities.
Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives.
Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
Skill in applying the principals, concepts, and practices of the occupation sufficiently to perform moderately difficult assignments.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as-well-as work in a professional manner with peers and management.
Ability to learn and apply analytical investigative technique to accomplish work in the subject matter field.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work is sedentary. Typically, the incumbent sits comfortably to do the work. However, there may be some walking,
standing, bending, carrying of light items such as papers, books, etc. no special physical demands are required to perform the work.
WORK ENVIRONMENT: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting/training rooms, etc. The work areas is adequately lighted, heated and ventilated.
