This position is the Fleet Manager at the Hershel "Woody" Williams VA Medical Center. The medical center provides vehicles and vehicle services to a variety of external agencies, customer programs and medical center services. The incumbent is responsible for forecasting, scheduling, design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the medical center's vehicle programs.

Duties

Duties of the Transportation Assistant (Fleet Manager) include but are not limited to the following: Major Duties Administrative Records and Data Management Plan and coordinate transportation services and provides technical guidance and advisory services to all supervisors and leads. Maintain vehicle registration, inspection, insurance, maintenance, and cleaning records and data. Collect and monitor vehicle specific data and generate a variety of reports. Generate reports for the Grounds Supervisor, including service projections, progress reports, vehicle mileage and usage, and maintenance trends Vehicle Inventory and Issue Maintain an inventory of vehicles owned by General Service Administration (GSA) and Veterans Administration (VA). Coordinate with Supply Chain Management staff to ensure vehicles are accounted for on the Equipment Inventory List (EIL). Assign vehicles based on requests and availability of vehicles. Manage the Global Positioning Systems (GPS) program and ensure tracking devices are installed and/or removed when necessary for government vehicles. Vehicle Maintenance Coordinate vehicle cleaning and perform visual inspections and basic preventive maintenance such as adding fluids or air to tires. Track and plan for vehicle maintenance actions including service required by the manufacturer, manufacturer part and vehicle recalls, and maintenance payment invoices. Inform and advise operators and leaders of scheduled and unscheduled maintenance and procedures. Process maintenance payment invoices. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowing travel rules and regulations in Travel regulations and Directives; Organizing and maintaining documentation and records supporting beneficiary travel reimbursements and vendor payments; Validating, controlling and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts; Knowledge of beneficiary travel reimbursements; Knowledge of computer software programs equivalent to Microsoft Excel, Access, Outlook, PowerPoint, and Word processing; Pulling data and create reports showing volume and cost; Knowledge of the review process for special transportation of unusual accommodations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
