Duties

This position is in the Excepted Service. A current Federal Career or Career-Conditional employee selected must voluntarily relinquish his or her competitive status prior to appointment to this position. Submit one completed application package to CAPE @ https://www.cape.osd.mil/ The primary purpose of this position is to serve as an analyst in the Strategic, Defensive, and Science and Technology Division (SDSD). The SDSD division supports DoD leadership's decision-making by providing analytic insights on the Department's ability to achieve its priority objectives. SDSD focuses on the nuclear enterprise, missile defense, science and technology, homeland defense, and the defense supply chain. This division explores a range of potential futures and key variables to ensure DoD's limited resources support feasible and affordable future concepts and plans. Depending on grade level and the division to which assigned, incumbent will perform one or more of the following: Leading a Program Review team to consider changes to Defense Components' Program Objective Memoranda to ensure compliance with DoD guidance or to better align programs with the defense strategy.

Qualifications

BASIC REQUIREMENTS: A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your resume and application materials should reflect your competency in the following KSAs. Do not submit a separate written statement addressing the KSAs below. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Quantitative Analytics: Mastery of mathematical reasoning that involves designing, developing, and applying operations research, mathematical, statistical, and/or other scientific research methods. Demonstrated experience in using quantitative analytics to solve complex problems with innovative solutions sufficient to receive recognition as an authority in a particular subject. Includes ability to develop new methodologies and/or theories where current approaches are obsolete or do not support evolving directions and strategies. Enterprise Programs: Knowledge of DoD nuclear enterprise, science and technology, communications, homeland defense, missile defense programs, or hypersonics, including their contribution to successful accomplishment of critical DoD mission sets. Ability to create and innovate new concepts, analysis and alternatives to improve the SDSD portfolios. Experience in DoD laboratories is desired. U.S. Defense Policies and Programs. Thorough knowledge of U.S. defense policies and programs, allied military capabilities, and projected threats to U.S. interests. Ability to review DoD planning documents (National Defense Strategy, Defense Planning Guidance, etc.), evaluate impact on manpower, defense-wide, or medical programs, and prepare comments and fact-based recommendations for changes or improvements. Building Coalitions: Ability to work with and collaborate with individuals across a broad spectrum of internal and external organizational representatives. Demonstrate ability to independently work across organizations, successfully navigate a complex bureaucracy, to share and obtain information, and to influence outcomes. Must have the ability to develop an expansive professional network with other organizations and to identify the internal and external politics that impact the work of the organization. Communication: Ability to translate complex concepts, findings, and limitations into concise, plain language through varied types of written communication to include emails, memos, PowerPoint briefs, white papers, and full reports. Oral communications may include formal presentations or briefings in front of large groups of senior officials and could occur with little to no forewarning and may require communicating on matters with opposing views. Must be able to explain, advocate, and express facts and ideas in a convincing manner, and to negotiate with individuals and groups internally and externally. SPECIALIZED EXPERIENCE:Cite specific examples of employment of experience in your resume and describe how this experience has prepared you to successfully perform the duties of the position. GS-13: Successfully completed 1 year of specialized experience at the GS-12 grade level or equivalent under other pay systems in the Federal service. An example of specialized experience includes extracting and organizing raw program and/or cost data under general direction from a supervisor or senior analyst, conducting basic mathematical analysis of program information, and assisting in the collection, developmental and implementation of program and/or cost related information. NOTE: There is no substitution of education for specialized experience at the GS-13 level. GS-14: Successfully completed 1 year of specialized experience at the GS-13 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes a broad range of operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Utilizes scientific inquiry independent development of mathematical models and computer programs to evaluate, interpret, and analyze program and/or cost data. NOTE: There is no substitution of education for specialized experience at the GS-14 level. GS-15: Successfully completed 1 year of specialized experience at the GS-14 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes applying scientific and analytical techniques to define, quantify, and evaluate feasibility of assigned projects, proposals, reports, studies or problems; performing complex statistical analyses; performing complex cost estimates and determining lifecycle costs; evaluating large and complex military programs; performing complex analyses in the absence of defined goals and outcomes. A consultant and technical expert to senior subject matter specialists and/or agency official program operations. NOTE: There is no substitution of education for specialized experience at the GS-15 level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
