This position is located at the Portland VA Medical Center. The incumbent works within the Mental Health Division, which is a large, complex, and very active clinical service within one of only two quarterary referral centers for VISN 20. The health care system of the Department of Veterans Affairs is responding to the turbulent changes occurring in the broader competitive national healthcare system of the nation.

Duties

Duties Include, but are not limited to: Integrate three major elements of operational responsibility and will meld these three individual elements together through knowledge and understanding of our internal systems and the application of data-based information systems to rationale decision making. The three components are the following: the integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic and service or system-level, and the analysis of clinical practice patterns and clinical outcomes management. Serves as the key information management expert in creating the data streams essential to the operations, organization and decision making processes within our complex clinical service. Enable service administration to assess risk factors, clinical outcomes, and forecast internal and external trends. Will serves as the resident expert on VistA and other VA information systems, the derivation of pertinent data sources from these information streams, use of statistical analyses and the developmental research work for the application of software and hardware by service staff for both office and clinical applications. The work will allow the management of limited resources including staffing, productivity, operations, workload and budget to reach maximum potential. Use and understand an array of informational and data systems available through local and national resources. Utilize clinical, demographic and administrative information systems to develop information and data systems specific to the Mental Health Division Develop and implement a management information system (MIS) specific to the clinical information needs of the Mental Health Division Manage all workload capture systems assuring all visits, procedures, consultations and other forms of workload are completed in the appropriate timeframes Develop workload descriptive assessments with trend data or forecasting information to analyze workload and resource levels to meet current and the future demand. Aggregate data sets using appropriate statistical analyses of current clinical operations and clinical practice patterns Integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days of care and pharmacy and medication use practices and patterns Develop the data-information systems designed to analyze the objectives/goals defined in the annual Performance Contract for the Mental Health Division Responsible for analyzing and evaluating the costs and implications of policies in draft or final form, as well as their impact on the operation and practice of medicine within the medical center Develops both long and short-range policies and plans for the division by coordinating the administrative needs of the organization, and plans and supports committees with data collection Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet specialized experience and time-in-grade requirements within 30 days of the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements and specialized experience within 30 days of the closing date of the announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
