This position is located at the Portland VA Medical Center. The incumbent works within the Mental Health Division, which is a large, complex, and very active clinical service within one of only two quarterary referral centers for VISN 20. The health care system of the Department of Veterans Affairs is responding to the turbulent changes occurring in the broader competitive national healthcare system of the nation.

Duties

The incumbent will integrate three major elements of operational responsibility. Will meld these three individual elements together through knowledge and understanding of our internal systems and the application of data-based information systems to rationale decision making. The three components are the following: the integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic and service or system-level, and the analysis of clinical practice patterns and clinical outcomes management. The incumbent is the key information management expert in creating the data streams essential to the operations, organization and decision making processes within our complex clinical service. The Mental Health Division provides a variety of clinical services across the spectrum of care. The incumbent will enable service administration to assess risk factors, clinical outcomes, and forecast internal and external trends. The incumbent will be the resident expert on VistA and other VA information systems, the derivation of pertinent data sources from these information streams, use of statistical analyses and the developmental research work for the application of software and hardware by service staff for both office and clinical applications. The work will allow the management of limited resources including staffing, productivity, operations, workload and budget to reach maximum potential. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duty Location will be discussed during interview process. Qualifications

To qualify for this position, applicants must meet specialized experience and time-in-grade requirements within 30 days of the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements and specialized experience within 30 days of the closing date of the announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience at GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At the developmental level, with significant oversight-information-based decision-making through data analysis; knowledge and application of VHA policies and procedures related to patient scheduling, consult management, and encounter completion; knowledge of VA information and data sources, such as VSSC, OPES, Power BI reports, and others; experience managing provider slot utilization and book ability; understanding of mental health clinical programs, clinical practice models, medical center & VA operational systems; integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days of care, outpatient slot utilization, and episodes of care; providing training on clinical business practices to front-line administrative and clinical staff. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university. If you are qualifying on education, transcripts are required. OR, Combination: Applicants must have equivalent combination of master's or equivalent graduate level and specialized experience to meet total experience requirements. Only education in excess of one year (18 semester hours) of progressively higher-level graduate education may be used to qualify. Specialized Experience at GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Full performance level duties performed with significant oversight-information-based decision-making through data analysis; knowledge and application of VHA policies and procedures related to patient scheduling, consult management, and encounter completion; knowledge of VA information and data sources, such as VSSC, OPES, Power BI reports, and others; experience managing provider slot utilization and book ability; understanding of mental health clinical programs, clinical practice models, medical center & VA operational systems; integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days of care, outpatient slot utilization, and episodes of care; providing training on clinical business practices to front-line administrative and clinical staff. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university. If you are qualifying on education, transcripts are required. OR, Combination: Applicants must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
