About the Position: Serves as the Emergency Operations Center (EOC) Supervisor for the Blue Grass Chemical Activity (BGCA). This position is located at Blue Grass Army Depot in Richmond, Kentucky

Duties

Responsible for the efficient operation within the Emergency Operations Center (EOC). Responsible for formulation, preparation, coordination, and maintenance mission essential emergency, contingency, and operational plans, policies, orders, directives and regulations for an Operations Center (OC) operating 24-hours/day 7 days a week. Responsible for all matters pertaining to operational and emergency plans, and for implementing emergency plans in emergency situations. Act as subject matter expert and central point of contact for all on-going operations in the Chemical Limited Area (CLA) and is called upon by all levels of personnel for updates, information exchanges, and status of operations at all times. Provide leadership and supervision to the EOC staff, responsible for planning, directing, coordinating, and reviewing the activities of the EOC to provide emergency response and notification alert during duty and non-duty hours. Direct internal efforts of the EOC by planning for short-, mid- and long-term goals. Ensure incumbent and EOC personnel are trained and proficient in the use of computers, maintaining logs, all communication equipment within the EOC, reporting requirements and procedures. Train EOC technicians in the fundamental capabilities of Emergency Operations Centers; receive, analyze and appropriately disseminate command critical information during all emergency and day-to-day operations. Prepare/review statistical data, charts, reports, etc., and presents information to the Commander/Command Group, CMA EOC and other higher headquarters. Perform various administrative and supervisory functions relative to the personnel assigned to the Operations Center (OC). Inform the Emergency Operations Director of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, performance appraisals, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • May be required to participate in Chemical Incident or Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.
