DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
THIS POSITION IS FOR A TERM APPOINTMENT NOT TO EXCEED THREE YEARS.
Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs. This position can be located in either Sterling, Virginia or virtually.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Identifies critical aviation biological data gaps relative to the environmental assessment of impacts associated with renewable energy development and other Outer Continental Shelf (OCS) activities.
2. Liaises with the U.S. Fish and Wildlife Service, other Federal, local and state agencies on avian issues associated with Outer Continental Shelf(OCS) renewable energy development and other BOEM-authorized activities.
3. Coordinates with other experts within the Department, other Federal agencies, State and local agencies, and academic and private research organization to assure BOEM leasing and post-leasing activities and environmental studies are conducted.
4. Identifies and coordinates the procurement of environmental studies and manages contracted-out studies as a Contracting Officer's Representative.
5. Collects, reviews, and analyzes biological reports and data on avian species and fully incorporates into BOEM's decision-making process.
6. Prepares and reviews environmental analyses and documentation to ensure accuracy in information provided for assigned subject area to comply with the National Environmental Policy Act (NEPA) and Endangered Species Act (ESA), and compliance with the Migratory Bird Treaty Act (MBTA).
7. Develops critical reviews and comments on biological of Federal Agency or contracted-out NEPA documents and recommends actions and procedures to senior staff and/or OREP management.
8. Evaluates bureau procedures and documents to help ensure environmentally sound activities by adhering to applicable Federal environmental laws and regulations.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory permission.
Salary Information
The salary listed below is for the Sterling, Virginia location only. If you are selected for a virtual location, your salary will be set for the locality in which you live.
GS-12, Step 1: $99,200.00 to GS-12, Step 10: $128,956.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) specialized experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
SUBMISSION OF TRANSCRIPTS IS REQUIRED.
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.
(2) Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Assisting in developing documents in support of mandated endangered and migratory species consultations
2) Preparing technical or scientific analyses related to avian species;
3) Designing or implementing research related to endangered avian species and related issues.
