DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs in Sterling, Virginia.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1) Provide supervision of interdisciplinary group of Biologists in the Branch as well as oversight and support for a larger virtual team in the preparation and review of environmental compliance documents under National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA)and Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA).
2) Manage the Branch's biology-related review process, workload, and assignments and resolve issues and conflicts to ensure the Administration, Department, and Bureau goals are achieved.
3) Oversee the preparation, review and publication of environmental compliance documents, such as National Environmental Policy Act (NEPA), for renewable energy activities on the Atlantic Outer Continental Shelf (OCS).
4) Provide critical review of Atlantic OCS NEPA documents and review and improve procedures and guidance for the Branch.
5) Serve as a senior advisor and subject matter expert to management and executive leadership on all aspects of environmental compliance for development of renewable energy resources on the Outer Continental Shelf.
6) Represent BOEM at interagency, professional, and public meetings, Intergovernmental Task Forces and committees involving Federal, State, or private agencies and individuals where expertise of subject matter is required.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period.
Salary Information
GS-15, Step 1: $155,700.00 to GS,15 Step 10: $183,500.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Basic Educational Requirements AND Specialized Experience for the series to which you are applying. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. SUBMISSION OF TRANSCRIPTS IS REQUIRED.
OR
B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.
(2) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Directing others in the preparation of and manage consultations and reviews required by ESA, MSFCMA, MMPA and NEPA; and,
2) Serving as a leader managing a diverse group of scientists or technical staff; and,
3) Coordinating with other Federal agencies under FAST-41 or equivalent statute or order; and,
4) Serving as a technical expert providing information to management and leadership on environmental statutes, laws, regulations, executive orders and related implementation guidance.
