You will serve as a GG-0501-14 Supervisory Financial Management Analyst at NAVAL INTELLIGENCE ACTIVITY in Suitland, MD, where you will provide technical and administrative oversight, advice, and instruction regarding budget, accounting, or financial management policy and procedures.

Duties

You will perform work on all phases or systems of Budget Administration, to include Payroll, Travel, or Accounting Operations in an ERP financial operating environment. You will devise solutions to problems by developing and or modifying accounting or budgetary methods and techniques. You will plan work, set priorities, and schedule work necessary to ensure effective and expeditious accomplishment of command operational or financial priorities. You will provide interpretive and analytical advice on financial transactions and program execution. You will develop, maintain, and analyze Budget Submitting Office (BSO) financial data via metrics in order to view issues and lead the charge to identify root causes in order to increase data integrity on a consistent basis. You will provide technical and administrative oversight, advice and instruction.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within the prescribed timeline.
  • Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Direct and perform continuing program execution review, analysis, and appraisal of the organization's major operating and support programs. 2. Provide interpretive and analytical advice on financial transactions and program execution. 3. Ensure the financial integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports. 4. Promulgate approved financial management policies within the organization based on policy and develops and issues implementing procedures. 5. Plan work, set priorities, and schedule work to ensure effective and expeditious accomplishment of the command's operational or financial priorities.
