Serve as an expert information specialist, responsible for providing veterans-based information to support patient-centered care. The Librarian manages the day-to-day Patients' Library Services which includes cataloging, medical literature and working with staff and visitors with referencing material, user instruction/orientation, and program responsibility.

Duties

Major duties include but not limited to: Responsible for day-to-day management of the Patient Library to include monitoring the facility's safety to ensure a safe environment for Veterans and others using the area; responsible for maintaining statistical records of the library's usage, ensuring that all equipment is working properly, reporting any needed repairs to appropriate staff, and seeing that library materials are re-shelved on a daily basis. Conducts computer literature searches, utilizing library resources such as MedlinePlus, the Veterans Health Library, PubMed MEDLINE, CINAHL, and the Internet. Skilled in using bibliographic databases and other electronic resources using their unique search syntaxes to locate information contained in books, journals, and government publications. Answers a wide range of complex and comprehensive reference questions utilizing a variety of reference sources and tools. Supports computer skills training for Veterans, including MyHealtheVet user instruction and career search skills. Answers health information questions submitted to MyHealtheVet using Secure Messaging. Instructs hospital staff, trainees, students, and patients regarding the services and resources available through the Patients' Library; prepares reading lists, bibliographies, and guides to the literature for use in Patient Health Education and Library Service programs to publicize and highlight collection strengths. Trains Veterans in use of career search and resume development software. Teaches Veterans and their family members about reliable and reputable online health education resources, such as such as MedlinePlus, HealthFinder.gov, and the Veterans Health Library Recommends purchases to develop the Patient Library collection and resources. Utilizes expert skills to include assessment of reading level, content validity, and appropriateness of materials. Monitors the Patient Library acquisitions budget and expenses. Selects and maintains materials appropriate for the blind and physically disabled, including talking books and adaptive equipment. Ensures that all monographic, serial, and AV materials acquired for the Patients' Library use are cataloged, classified, and physically processed. Responsible for the electronic inventory of cataloged materials and currency of materials on the library shelves. Provides guidance and instruction to the Patient Health Education Library's Program Support Assistant and directly supervises volunteers, CWT patients, and VBA Work Study participants working in the Patient Library. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): For positions in this occupational series, you must meet one of the following basic requirements which includes experience and education in library science. Completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (TRANSCRIPT REQUIRED) OR; Completed a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (TRANSCRIPT REQUIRED). The Individual Occupational Requirement (IOR) above must be met to be eligible and additionally you must meet the requirement below based on your experience and/or education as described: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintain statistical records of the library's usage, and ensuring all equipment is working properly Conducts computer literature searches, utilizing library resources such as MedlinePlus, the Veterans Health Library, PubMed MEDLINE, CINAHL, and the Internet. , utilizing library resources and the Internet. Provides guidance and instruction to the Patient Health Education Library's Program Support Assistant and directly supervises volunteers, CWT patients, and VBA Work Study participants working in the Patient Library. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have must have 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education or master's in library science.
