The Medical Librarian oversees the day-to-day operation of the Medical Library program at the James A. Haley Veterans Hospital. Serves as an expert information specialist, responsible for providing evidence-based information to support patient-centered care. The Librarian manages the day-to-day Medical Library Services which includes cataloging, medical literature and working with staff and visitors with referencing material, user instruction/orientation, and program responsibility.
Duties
Duties of this position include but not limited to:
Serves as an expert information specialist, responsible for providing evidence-based information to support patient-centered care. Researches the medical literature to answer questions from employees, residents, fellows, and students. Instructs these library patrons in the use of library resources, offering instruction and support for research projects for health care professionals, residents, and students.
Professional responsibility to plan, develop, implement, evaluate, and revise the programs offered through the Medical Library such as policies, guidelines, program review, and collection development.
Responsible for the continuous development, evaluation, cataloging, and maintenance of a comprehensive, authoritative, and high-quality Medical Library collection (encompassing print and electronic materials) that is broad in scope to cover all areas of medical knowledge and penetrating in coverage to meet the informational, clinical, educational, and research needs of Medical Center physicians, nurses, researchers, allied health staff, team members and affiliated residents.
Organizes various records and statistics for Library Service reports which include database usage from multiple databases; prepares reports on database usage, evaluates return on investment for individual databases and helps with preparation of the library's input for the VALNET Annual Statistical Report and the Library's annual report to the Council of Chiefs
Supports computer skills training for Veterans, including MyHealtheVet user instruction and career search skills.
Responsible for the electronic inventory of cataloged materials and currency of materials on the library shelves.
Answer a wide range of complex and comprehensive reference questions utilizing a variety of reference sources and tools.
Work Schedule: 40 hours a week; Monday - Friday; 7:30 a.m. to 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
**If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR): For positions in this occupational series, you must meet one of the following basic requirements which includes experience and education in library science.
Completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (TRANSCRIPT REQUIRED)

Completed a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Maintains statistical records of the library's usage, and ensuring all equipment is working properly.
Conducts computer literature searches, utilizing library resources and the Internet.
Trains Visitors in use of library databases, career search and development software.
Experience as consumer health, medical or hospital patient librarian with collection development experience.
Skilled in using bibliographic databases and other electronic resources using their unique search syntaxes to locate information contained in books, journals, and government publications.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed three (3) full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to this position (Transcript Required).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond as described above (Transcript Required).

Physical Requirements: The work involves regular and recurring physical exertion such as long periods of standing, bending, stooping and reaching books on shelves; lifting of moderately heavy (up to 25 pounds) items such as boxes and stacks of books, indexes, and audiovisual programs and equipment.
