About the Position: You will function as a Supervisory Interdisciplinary Program Manager with the Army Corps of Engineers, Huntington District, serving as the Chief of Planning Branch located in Huntington, WV.
Position may be filled as a temporary promotion or temporary reassignment. Temporary promotions or reassignments may be extended up to a maximum of 5 years, and may be made permanent without further competitions.
Duties
Position is accountable to the Deputy District Engineer for the scoping, coordination, execution and management of authorized studies while ensuring compliance with applicable law and policy.
As a member of the Corporate Board, provides policy guidance and actively participates in guiding strategic direction for district activities.
Exercises staff supervision, budget management, and general oversight of all activities within the Planning Branch to include compliance with all applicable laws, rules and regulations as they apply to water resource planning.
Responsible for ensuring appropriate levels of quality control processes in planning products.
Supports the integration of the Project Delivery Business Process (PDBP) within the Planning Branch.
Exercises leadership in assuring risk informed, and compliant studies and oversees the development of scopes of analysis, schedules, milestones and budgets commensurate with risks
Oversees the communication of roles/responsibilities of staff and partners internal and external to agency.
Oversees and guides the development of assumptions and associated risks, contingencies, and performance measurement criteria throughout project life cycle.
Participates in District programming and acquisition decisions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Confidential Financial Disclosure Report, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Project Management Professional (PMP) Certification is required within 12 months of employment.
- This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- Position may be filled by temporary promotion not to exceed 1 year.
- Position may be filled by temporary reassignment not to exceed 1 year.
- Temporary promotion may be made or extended up to a maximum of five years.
- May be made permanent without further competition.

In addition to the basic education requirements above, you must meet the specialized experience below:
To qualify at the GS-14 grade level, you must have:
A. Specialized Experience: One year of specialized experience which includes demonstrated experience in Civil Works Planning (such as water resources planning, plan formulation, environmental evaluation, cultural resources evaluation, Civil Works Policy, and public involvement); preparing technical documents supporting the authorization and implementation of a wide range of water resource development projects (such as local flood damage reduction projects, inland navigation locks and dams, reservoir structures, and environmental mitigation and restoration measures); applying industry accepted concepts, principles, theories, and methods to formulate plans for water resources (such as levees, floodwalls, inland navigation, flood control dams, recreation facilities, channel improvement projects or environmental restoration projects). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
B. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
