The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats

Duties

Partner with U.S. Government agencies to ensure the delivery of effective and efficient mission support services to customers. Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Guide development of strategic plans, evaluation of plan effectiveness and IC performance, and development of performance and resource recommendations to support the IC's overall attainment of the U.S. Government's strategic objectives. Oversee and manage the conduct of foreign intelligence relationships and serve as principal interface with external entities. Drive the development and implementation of the Unified Intelligence Strategy (UIS) and programs to enhance intelligence collection and analysis and improve tradecraft and integration across the IC. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity. Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Requirements

Qualifications

Expert knowledge of the IC's CP mission, capabilities, and expertise. Expert knowledge of the IC's Counterproliferation and Biosecurity missions, capabilities, and expertise. Experience with customers such as NT50s, and policy. Expert knowledge of the federal government's regulations regarding business practices and procedures to successfully formulate and execute budgetary and other fiscal responsibilities. Expert knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to CP across the U.S. Government. Superior oral and written communication skills, including the superior ability to clearly convey complex information and technical data to all levels of management. Superior interpersonal and negotiation skills, and the superior ability to build consensus, work effectively, and independently exert influence to major stakeholders. Superior analytical and research capabilities, including the superior ability to measure program performance, identify needs, requirements, and develop non-linear recommendations and solutions for improvement.

Education

Master's Degree.
