Serves as an Administrative Officer for the Chief, Specialty Ambulatory Care Services (SAC) which will include assisting the following services as directed by the Chief, SAC: (1) Hemodialysis; (2) Medical Subspecialties; (3) Surgery clinic; (4) Infusion clinic; (5) Home Based Primary Care; (6) Nursing Education; (7), Nurse recruitment and academic affiliations personnel (8), inclusive to special project as assigned (ie COVID Operations).
Duties
Typical duties include, but are not limited to the following:
Provides direction and oversight in the execution of administrative and management functions to include: administration, human resources, budget and finance, management and program analysis (analytical, evaluative and advisory), office support services, document control, logistics and a variety of related administrative aspects under the Chief of Specialty Ambulatory Care (SAC); and will work collaboratively with the Chief of SAC to facilitate the delivery of health care services that accomplish a full spectrum of analytical, coordination, evaluation and completion of duties.
Provides key staff support to the Chief of Specialty Ambulatory Care (SAC), and general support to the SAC nurse managers and participates in the decision-making process by providing recommendations of significant importance to the operation of the service.
Works collaboratively with and across all Services and directly participates in program development and implementation that will impact all specialty outpatient services across the continuum of care.
Provides a full range of assistance on administrative matters affecting staff, patient care and policy.
Leads in administering programs under the Chief of SAC and Assists with the following services as directed by the Chief of SAC: (1) Hemodialysis; (2) Medical Subspecialties; (3)Surgery clinic; (4) Infusion clinic; (5) Home Based Primary Care; (6) Nursing Education; (7, ) Nurse recruitment and academic affiliations personnel (8), inclusive to special project as assigned (i.e. COVID Operations).
Assist in directing the work of administrative staff who support clinic operations for the Home-Based Primary Care program, Hemodialysis Unit and SAC secretary as needed.
Serves as a key figure in manpower utilization, assisting recruitment and retention within the approved ceilings are maintained.
Responsible for personnel administration including knowledge of personal operations such as position classification, grievance procedures, performance standards and disciplinary actions. Incumbent will constantly oversee, evaluate, and plan efficient utilization of space, program and program demands.
Authorized to be the appointing official for orders, supplies, service, timekeeping and equipment. Incumbent is also charged to work within the authorized budget.
Responsible for transmitting VHA, VISN and local strategic goals and objectives of outpatient care programs into specific policies and procedures for implementation.
Plays a major role in the development of new organizational structures within or across existing organizational lines.
Advises and provides counsel to employees regarding policies, procedures and directives of management.
Identifies developmental and training needs of employees, provides or arranges for needed training.
Responsible for the administrative oversight and training to ensure that secretarial, clerical and administrative support personnel maintain expertise and skills required to fulfill the SAC and SAVAHCS objectives.
Primary participant in the development and implementation of both long term and short-term planning for the Chief of SAC in terms of integration of support services (administrative staff, timekeeping, etc) for all specialty ambulatory care services on the Tucson campus and in the Community-Based Outpatient Clinics (CBOCs); has an understanding of clinical policies; possesses knowledge and application of standards and requirements, the impact of internal policies on the outside entities such as other area hospitals and the community at large. Incumbent prepares all necessary documentation for accreditation process, including report summaries and actions from audits.
Work Schedule: Monday through Friday 7:30am-4:00pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: review and evaluate completed staff actions for overall quality of the documents; implement administrative policies and procedures; perform budget execution; provide administrative planning and oversight for special and continuing programs; prepare reports with findings and recommendations based on management and administrative considerations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree, LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
