The position of Clinical Staff Affairs Supervisor is a Registered Nurse (RN) providing oversight and management of Clinical Staff Affairs with responsibility at the healthcare system level for all medical staff/clinical staff affairs program functions organizationally aligned under the Office of the Chief of Staff within the Executive Office.

Duties

The Registered Nurse- Clinical Staff Supervisor reports to the Chief of Staff Service. The RM position requires the incumbent to facilitate intricate communications and manage sensitive confidential protected information at decision­ making levels. The Clinical Staff Affairs Supervisor has responsibility for the development, implementation, and evaluation of various VHA medical staff and clinical staff affairs functions in accordance with VHA Handbook 1100.19 Credentialing and Privileging and its supporting regulations. These functions include licensed independent practitioner (LIP) credentialing and privileging, non-LIP (dependent) provider credentialing, primary source licensure verifications, associated regulatory/accreditation requirements, including administrative management of medical staff bylaws and the Medical Executive Council (MEC) Credentialing Sessions. This RN position coordinates the reporting of credentialed providers to the National Practitioner Data Bank (NPDB) and state licensing boards (SLBs) according to VHA Handbooks 1100.17 and 1100.18 under delegated authority of the Healthcare System Director and in collaboration with the Chief of Staff, Human Resources Management Service (HRMS) ER/LR, and Office of General Counsel (OGC). The Clinical Staff Affairs Supervisor advises the Chief of Staff, Healthcare System Director/CEO, and other members of executive leadership on administrative/regulatory issues regarding complex credentialing and privileging matters, such as licensure actions, NPDB reports, adverse provider actions, impaired provider information, and other red flags. This position manages program inquiries made by the VHA Medical Staff Office, Veterans Integrated Service Network (VISN), Office of the Inspector General (OIG), Office of the Medical Inspector (OMI), Government Accountability Office (GAO), Office of Special Counsel (OSC), Office of General Counsel (OGC) and similar entities. The Clinical Staff Affairs Supervisor executes position responsibilities that demonstrate leadership, specialized experience, and creative approaches to the management of complex administrative and unique program functions that support Veteran-centered care. The Clinical Staff Affairs Supervisor applies clinical expertise and knowledge of health care administration, medical staff affairs, clinical care, and specialized program management to all areas of assigned responsibility. This position manages credentialing and privileging specialists and specialized nurse positions ensuring operational accountability for more than 1450 credentialed/privileged LIP providers and more than 3000 non-LIP (dependent) providers, totaling more than 4500 professional staff appointed or reappointed in the VetPro system. Ad-hoc telework may be available at the discretion of the supervisor. Position may be required to travel up to 20%. The Clinical Staff Affairs Supervisor has a global understanding of how their area(s) of responsibility supports the system's mission and vision. They are responsible and accountable for the planning, organization, and evaluation of effectiveness related to clinical, informatics, and/or administrative process changes, analyzing issues impeding change, developing corrective actions to expedite change, and assuring optimum utilization of available resources to maintain a climate conducive to quality patient care and employee satisfaction. The Clinical Staff Affairs Supervisor functions as a formal and informal educator; serving as a liaison between internal and external customers, supporting factors that impact customer satisfaction, considering the client population, including age and life stages, state of health, race and culture, values, and previous experiences. They influence care outcomes by collaborating with members of the interdisciplinary team. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Credentialing and Privileging Manger experience Credentialing and Privileging knowledge Familiarity with VetPro Supervisory Experience Familiarity with MEC, C&P Facility Self-Assessments and Audits Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, kneeling, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual, capable of working effectively in stressful situations, and able to shift priorities based on patient needs.
