This position is located in SimLEARN, Office of Healthcare Innovation and Learning (OHIL), Veterans Health Administration (VHA). The incumbent serves as the Associate Director for Clinical Training and Engagement. The incumbent functions as an administrator, supervisor, educator and consultant to advance successful outcomes of the SimLEARN education program and strategic plan related to VHA staff education.

Duties

The Associate Director for Clinical Training and Engagement is responsible for the development and implementation of large scale training program which includes consultation, negotiation, and monitoring. The incumbent manages, oversees, and directs national clinical faculty and will carry out a full range of supervisory duties including assignment of work; evaluations; selection of staff, training, and recommendation of awards, advancements, and disciplinary actions when appropriate. Duties include, but are not limited to: Analyzing organizational and operational problems to develop and implement solutions that result in sound operation of the training program. Developing and executing policies, procedures, and/or practice guidelines for the program, contributing to national program development and translating and communicating program policies, goals, procedures and metrics to the national clinical faculty. Providing administrative and clinical programming and operations oversight, guidance and support to the field as appropriate to the training situation. Creating and implementing effective communication strategies which helps to strengthen the internal and external relationships at all levels of the organization in support of training program implementation in the field. Working collaboratively with VHA Program Offices, VACO, Veterans Integrated Service Networks (VISN), facility leadership teams, other SimLEARN staff, professional organizations, and community and contractual partners. Developing, reviewing, and analyzing data from both clinical and management information systems to strengthen objectives of VHA staff training with other SimLEARN staff in order to evaluate training outcomes. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Minimum of seven (7) years of clinical practice as a registered nurse or nurse practitioner, within the last 10 years to include at least two (2) years of increasingly complex RN nursing practice. Knowledge of nursing education and accreditation requirements and processes. Knowledge of nursing systems and organizations that impact the education and practices of nurses. Skill in needs assessment, program development, implementation, and evaluation to improve the delivery of education and patient care. Skill in financial management and strategic planning. Evidence of assignments with the breadth and depth of increasing supervisory experience and management expertise (you may want to quantify a number of years here to coincide with years above) Preferred at least 2 years of supervisory, management and/or leadership experience or duties Evidence of being self-directed, ability to function independently, and works effectively with others at all levels of the organization. Ability to communicate effectively in verbal, written and video means. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The physical requirements of this position are concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and may include requisite laboratory and other screening as required by Federal regulatory agencies.
