The Phoenix VA Health Care System is recruiting for one (1) Lead Program Specialist (Education), in the Education Service. This position works in the Office of the Associate Chief of Staff for Education (ACOS-E)/Designated Education Officer (DEO), under the management of the Director of Academic Affairs, by providing program guidance, analysis and support. This position oversees the daily administration of disbursement of over $12,509,000 from the Office of Academic Affiliations (OAA).
Duties
The Lead Program Specialist provides direct support to the academic affairs mission of the Phoenix VA Health Care System (PVAHCS) including a wide variety of analytical, management support, and administrative duties that facilitates the success of the academic affairs educational mission of PVAHCS. The major duties and responsibilities include but are not limited to:
Assists the Director Academic Affairs in overseeing the daily administration of disbursement of over $12,509,000 from the Office of Academic Affiliations (OAA).
Trains and supports over 63 program directors, 68 site directors, and 126 coordinators in administrative and financial management of associated health trainees and medical and dental residents.
Provides daily oversight and management of the Graduate Medical Education (GME) and Associated Health Trainee and Affiliate Education program's operations including onboarding of trainees, coordination with service lines, and budgetary resources.
Distributes workload among employees, accomplishments and administrative information, and coordinates the preparation, presentation, and communication of work-related information to the supervisor.
Assists in the coordination with affiliation and disbursement agreements.
Provides support to Quality, Safety, and Value (QSV) for compliance audits.
Conducts studies/analyses of clinical and administrative operations, analyze findings, and develop recommendations to the Managerial Cost Accounting (MCA) site liaison, Chief Financial Officer, Medical center Directors, and other senior leadership on areas for improvement.
Assesses training needs, plans training, prepares training materials, administers training, and maintains training records for over 30 program directors.
Monitors and reviews employees' progress and completed work to ensure supervisor's instructions on work priorities, methods and deadlines have been met.
Assists employees with troubleshooting and resolving problems encountered in administering all aspects of the GME program.
Ensures open, consistent, regular, and timely communication is provided to all employees in the department, and each understand their respective roles, requirements, roles, and objectives.
Supports supervisor and leadership by serving as lead on collection, dissemination, and consideration of requests for physical and fiscal resources and premium pay needs.
Work Schedule: Monday to Friday: 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience: Knowledge of contract fundamentals, medical education, associated health training programs, and continuing professional education.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing daily administrative duties of the department, training staff, and assigning staff workload, assignments, and work schedules. (NOTE: This experience must be well documented in your resume or application package. Please make sure that your experience is evident in your resume, and hours worked per week for each work experience entry is included, or your resume will be considered incomplete, and you will be considered "ineligible" for the position.) . Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR, Master of Law (L.L.M.), if related. Physical Requirements: The work is primarily sedentary but may require extended periods of walking, standing and lifting items up to 25 lbs.
Work Environment: The work is performed in office spaces within the hospital and outside the hospital when duty warrants: special safety precautions are not required. Travel involved at least three times a year for training and as required for position related training and seminars.
