You will serve as an ADMINISTRATIVE OFFICER in the OFFICE OF THE EXECUTIVE OFFICER NAVAL ICE CENTER.

Duties

You will provide oversight of all administrative services and support for the command in all areas of administration, manpower, personnel, travel, and human resources to prepare navy correspondence in accordance with Navy Correspondence Manual. You will develop guidelines to improve overall department performance and support for the mission requirements, and assist with policy implementation to track the completion of long-term goals. You will serve as command pay and personnel administrator and advise command senior leadership on military evaluations/fitness reports and civilian performance plans. You will act as the Organizational Defense Travel Advisor (ODTA) and Agency Program Coordinator (APC) for the Government Travel Charge Card (GTCC) to ensure that all travel request, claims and travel expenses are processed accurately. You will act as point of contact for all information regarding civilian personnel matters including performance ratings, leave, pay and benefits issues, and recruitments processes for new positions.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in interpreting and applying regulations and procedures such as Navy Administrative Policies and Procedures and Navy Civilian Human Resources policies and procedures pertaining to directives, correspondence, forms and records for analyses and updates. Experience preparing navy correspondence in accordance with Navy Correspondence Manual. Experience reviewing civilian and military travel requests via Defense Travel System. Experience serving as command pay and personnel administrator.
