You will serve as a COMMUNITY PLANNING AND LIAISON OFFICER (CPLO) in the ASSET MANAGEMENT BRANCH, PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST.

Duties

You will serve as the installation representative for managing intergovernmental and interagency issues regarding encroachment and land use planning. You will represent the installation in discussions with local, citizenry, professionals, local, regional and state officials, tribal gov. liaisons and others concerned with community planning, development and growth management strategies/issues. You will lead the installation Encroachment Coordination Team/Working Group(s) conducting meeting as necessary to accomplish the actions associated with implementation of Encroachment Action Plans (EAPs) or other encroachment management strategies. You will provide periodic updates to the region on the status of implementation actions in coordination with the RCPLO and utilizing tracking tools such as the Mission Compatibility Analysis Tool (MCAT). You will prepare correspondence regarding encroachment issues with review and coordination with the Regional Community Planning and Liaison Officer. You will develop and implement strategic plans to address organizational requirements

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift during site visits.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Military operational background and experience is desirable.
• A degree from an accredited college or university in one of the following (or related) areas is desirable: Community or Urban Planning, Urban Affairs, or Public Administration.
• American Institute of Certified Planners (AICP) certification is desirable.
• Professional experience in land-use planning is desirable.
