You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the Public Works Department of NAVFAC SOUTHWEST.

Duties

You will serve as a liaison between the Contracting Officer’s Representative, the Contractor, and the Contracting Officer. You will review contract specifications for compatibility with the administration of performance assessment methods and procedures. You will establish assessment schedules based on review of contract clauses and conditions, contractor work schedule, nature of the work to be performed. You will review requests submitted by the contractor for contract modifications and change orders. You will conduct on-site assessment of Facility Support Contracts to observe work performance and methods employed to ensure compliance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying performance assessment standards, policy, procedures, and work methods during on-site assessments; 2)Using effective communication and writing skills in preparing reports, documents, guidelines, and briefs; 3) Preparing cost analysis and estimates, applying contracting standards to determine reasonableness to modifications or changes; 4) Performing contract administration principles to assist in the administration or negotiation of contracts. 5) Reading blueprints, schematic diagrams and architectural drawings. Education

You have successfully completed a master's or equivalent graduate degree.
or
You have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
or
You have obtained an LL.B. or J.D. that is related to the position being filled.
or
You have a combination of experience and graduate education as described above that equates to one year of experience.
The percentage of the required education plus the percentage of the required experience equals one hundred percent.
