The incumbent serves as Supervisory Human Resources Specialist, U.S. Department of Justice (DOJ or the Department), JMD, Human Resources (HR), JMD/HR Operations. The incumbent plans, develops, and directs a comprehensive human resources management (HRM) programs for JMD organizations and supported components.

The duties and responsibilities of a Supervisory Human Resources Specialist generally include, but are not limited to, the following: Exercises full supervisory and managerial oversight of human resources functional areas, including recruitment and staffing, position classification and position management, pay administration, performance management, employee recognition, payroll, employee benefits, oversight of automated personnel information systems, employee records, and employee and labor relations. Directs, coordinates, and oversees work through subordinate supervisors. Plans the work to be accomplished by the unit, assigns work, and establishes production or quality standards for the unit's work. Performs administrative and human resources management functions for the unit; provides advice, counsel, or instruction on administrative and work matters; and assures full compliance with safety regulations. Directs the evaluation of audit reports, management reviews, studies, and analyses, and identifies significant audit and review findings, trends, and patterns, and identifies corrective courses of actions. Develops long-range implementation plans for new programs, working with top management to develop management plans for the effective operation of the organization. Reviews, develops, approves and issues written instructions and standard operating procedures, and ensures compliance.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications

To qualify for the position of Supervisory Human Resources Specialist at (GS-0201-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level (GS-14), to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Specialized Experience: For the GS-15, you must have one year of specialized experience at the GS-14 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: 1) Providing technical guidance on human resources laws, regulations, policies, or procedures to a team of Human Resources Specialists; 2) Developing human resources policies that cross multiple specialty areas within human resources; and 3) Evaluating program operations, overseeing internal accountability reviews or audits identifying areas for improving operations.
