Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Grants Management Specialist reports to the Administrative Officer (AO) for Research and the Associate Chief of Staff (ACOS). Duties include, but are not limited to, the following: The Grants Management Specialist will manage the R&D Grants Application Program and identify/analyze problems as they pertain to the management of new and active Federal Grants within the Enterprise Project Management Information System (ePROMISe), the Just-In-Time (JIT) System, and the eRA Commons System. Provides expert analysis and advice on complex Grant program and processing issues, analytical and organizational assistance, as well as advice and support in the recurring administrative processes within the Research and Development Program encompassing all campuses of the VA Connecticut Healthcare System. Serves as a liaison with scientists, scientific affiliates, and other external customers to clarify, interpret, and resolve issues pertaining to grants. Research projects typically extend over several years and cover development, testing, and production of complex systems, programs, or services. Performs liaison function between the research program and the finance office in such matters by gathering and interpreting pertinent data and deriving solutions for research grants matters in accordance with accounting principles, policies, and objectives of the accounting system. Work Schedule: Monday through Friday, 8:00am - 4:30pm. Recruitment & Relocation Incentives: Not authorized. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Experience preparing, reviewing, analyzing, and evaluating federal research grants. MINIMUM QUALIFICATIONS GS-12: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in Federal service. Specialized experience includes: Prepares, reviews, and evaluates, grant requests throughout the process to ensure regulatory, and reporting compliance; Serves as a liaison with scientists, and other external customers to clarify, interpret and resolve issues pertaining to grants; Develops data capture and reporting procedures to track progress. Reviews grant budgetary accounts to determine what modifications to the data base are needed. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements/Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Typing and computer operations may involve long periods of hand and wrist movement. Work is performed primarily in office areas, conference rooms, and similar environments. Some traveling to Government facilities and work-performance sites may be required.
