The VA Office of Research and Development is seeking a full-time Grants Management Specialist for the VA Connecticut Healthcare System. The position is located in West Haven, Connecticut.
Duties
The primary responsibility of the Grants Management Specialist is to manage the Research & Development Grants Application Program and identify/analyze problems as they pertain to the management of new and active Federal Grants in required automated systems (Enterprise Project Management Information System (ePROMISe), the Just-In-Time (JIT) System, and the eRA Commons System). Typical duties and responsibilities include, but are not limited to:
Provide expert analysis and advice on complex Grant program and processing issues
Plan, schedule, and carry out major projects concerned with the analysis and evaluation of research programs
Serve as a liaison between Research Service, other services within the hospital, the VISN and Research at the national level
Provide guidance to investigators, ACOS for Research and Development and executive leadership regarding fiscal and grant management issues involving projects
Manages the entire critical pre-award and post-award program for Intramural VA Research funding
Prepares, reviews, analyzes, and evaluates grants requests throughout the process to ensure regulatory compliance as well as compliance with reporting requirements
Work Schedule: Monday through Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

This position is covered by locality-based comparability pay.
Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.
Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: grant preparation and management, budgeting and financial management, and procurement and contracting for grants.. AND,
SELECTIVE PLACEMENT FACTOR (SPF): A selective placement factor represents knowledge, skills, or abilities that are essential for successful job performance and cannot reasonable be acquired on the job during the orientation period. Applicants who do not possess the identified SPF will not be considered. The SPF for this position is: Experience in preparing, reviewing, analyzing, and evaluating Federal research grants.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Typing and
computer operations may involve long periods of hand and wrist movement.
