This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for the Criminal Investigation Division (CID) to recruit and appoint qualified candidates to positions in the competitive service. Duties

Conducts criminal investigation polygraph examinations, selecting appropriate testing techniques on the basis of a thorough review and analysis of all available documentation of the investigation. Conducts pretest interviews of individuals to be examined to determine their willingness to submit to the examination; evaluates suitability for testing and makes final determination on whether to conduct the examination. Conducts interviews and interrogations of witnesses and suspects outside of polygraph examination settings and provides hostage negotiation support to supported Army elements. Reviews criminal investigation case files and provides guidance on the appropriate application of the polygraph technique to support specific criminal investigations. Evaluates crime scenes and evidence, crime scene photographs and sketches, and collects and preserves physical evidence, as appropriate, in order to properly conduct criminal investigation polygraph examinations. Performs preventive maintenance, calibration, and makes repairs to assigned polygraph instruments. Plans and conducts investigations relating to alleged or suspected violations of US Code Titles 10 and 18 and/or the Uniformed Code of Military Justice.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position may require travel up to 25% - 50% of the time.
• Must obtain and maintain a Top-Secret Clearance.
• Pre-employment and random drug testing is required IAW AR 600-85.
• This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
• This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• Must agree in writing to comply with management-directed permanent change of station (PCS) movement to meet mission requirements. Must sign a mobility agreement if selected.
• Must qualify with and carry a firearm.
• Must undergo a pre-employment physical examination.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-13. PHYSICAL REQUIREMENTS: Performance of above duties requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that the incumbent may perform the duties satisfactorily. Incumbent must possess sufficiently good vision, with or without glasses, in each, in order that they may perform the duties satisfactorily. Near vision, glasses permitted, must be acute for reading of printed materials the size of typewritten characters. The ability of incumbent to hear conversational voices and whispered speech is required. Any hearing impairment may be compensated for by use of a hearing aid. Since the duties of the position are exacting, responsible, and involve work performed under arduous and dangerous conditions, you must possess emotional and mental stability.
