The primary purpose is: To serve as the overall data base manger, analyst, and administrator for the operations group Host Operations Resource Management System (HOSM) office with primary responsibility for analysis and overall management of the Air Force Operations Resource Management System (AFORMS) for the airlift squadron members and attached personnel.
Duties
Directs, controls, and monitors the operation and maintenance of AFORMS at the operations group level.
Directs the installation, testing, and evaluation of newly acquired computer systems for compatibility with mission objectives, policies, plans, and concepts.
Authorizes entitlements to aviation career incentive pay, hazardous duty incentive pay, and other flying-related pay.
Provides technical guidance and expertise to inquiries from other agencies, functions or individuals.
Develops reports, retrievals, and microcomputer programs as necessary for unique user requirements
Develops office procedures for the management of HOSM functions and wing AFORMS data systems..

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the flight management policies, directives, and procedures as they relate to weapon employment and systems, automated flight, and training records. Knowledge of AF operations, resource management systems and associated programs, interface requirements, retrieval language, personnel flight records and maintenance, in-depth knowledge of aviation service eligibility, aircrew rating system, aircrew incentive pay requirement, reservists' inactive duty training requirement, aircrew compliment. Understanding of the complexities and limitations of computer equipment and various administrative software programs for office administration. Knowledge of the operations resource career field proficiency and skills enhancement requirements.

EDUCATION: Successfully completed a Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of AFORMS directives/instructions, policies, and procedures.
Skill and ability to operate AFORMS and its system interfaces and to troubleshoot system problems.
Knowledge of aviation service eligibility directives
Knowledge and experience in using personal computer (a variety of software and hardware, ie., word processor, spread sheet, graphics); Knowledge of Reserve flight pay and allowances; Knowledge of AFRC inspection program.
Ability to effectively communicate verbally and in writing; Knowledge of aircrew compliment and requirements; Knowledge of AF computer security procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
