The Regional Office represents the operating branch of the Agency and performs the majority of the Agency's case handling work. This position is responsible for investigating and handling representation cases (R cases) of varying complexity and a variety of unfair labor practice cases (C cases) which may range from simple to difficult complexity.

Duties

As a Supervisory Labor Management Relations Examiner (Supervisory Field Examiner) GS-0244-14/15, your typical work assignments may include: Assigning cases to Field Examiners and Field Attorneys for investigation and analysis, taking into consideration the complexity of the case, priority handling required, workload of the group, and related factors. Ensuring that cases are processed expeditiously, that quality standards are uniformly maintained, that time targets are met or that there are valid reasons for any delays. Conferring with supervisors and individual Field Examiners and Field Attorneys on problems requiring assistance in resolving questions of fact, proof, jurisdiction, law or Board practice, procedure or precedent, or in planning the investigation, processing, or disposition of difficult cases. Reviewing final reports and case action recommendations submitted by supervisors and determines appropriate action. Approving supervisor's designations of individual Field Examiner or Field Attorney to serve as Hearing Officer in Representation proceedings, including both unit determination hearings and hearings on objections to election and challenged ballots. Performing personnel management functions and supervisory functions pertinent to work performed by individual Field Examiners or Field Attorneys.

Ideal Candidate Statement The ideal candidate for the position will have experience processing cases on all levels of difficulty and complexity. Has extensive knowledge of the National Labor Relations Act. Excellent communication and analytical skills desired. Meticulous attention to detail preferred. Minimum Qualifications for GS-14 Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Labor Management Relations Examiner (Supervisory Field Examiner) at the GS-14 level. Specialized experience includes: Experience making authoritative recommendations of factual information both orally and in writing to agency-level stakeholders; and Experience with National Labor Relations Act and similar statues to negotiate and prepare collective bargaining agreements; and Experience leading a team involved in investigative and analytical work related to field labor law in order to effectively coordinate operations. Specialized experience includes: Experience serving as a government representative in private sector industrial relations work involving labor law to making authoritative recommendations based on factual information both orally and in writing to agency-level stakeholders; and Experience with National Labor Relations Act and similar statues to negotiate and prepare collective bargaining agreements; and Experience leading a team involved in complex investigative and analytical work related to field labor law in order to effectively plan, direct and coordinate operations. TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 for the GS-14, or one year of experience at the GS-14 for the GS-15, or equivalent grade level of the federal service, is required to qualify for this position. (NOTE: All current or former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive).
