The position is for the General Counsel (Office Director) in the STB's Office of General Counsel (OGC). OGC provides legal advice to the Board and defends the Board's decisions in court pursuant to the Board's independent litigating authority.
Duties
The General Counsel defines the broad objectives of the Office, establishes priorities, directs a staff of senior-level attorneys and support staff, allocates resources within the Office, and takes other necessary steps to ensure the highest quality work is produced. The individual is responsible for the day-to-day operations of the Office of General Counsel and all litigation matters.
Defends Board actions on judicial review through briefs and oral arguments and advises the Board on whether to seek further review of any adverse court decisions.
Provides legal advice to the Board and its offices covering a wide range of questions of statutory interpretation, administrative law and procedure, personnel, budget matters, and other questions of general government law.
Collaborates with other offices in drafting decisions in significant cases.
Consults with other offices in drafting formal and informal Board reports and analyses.
Administers Board meetings under Section 5 of the STB Reauthorization Act of 2015.
Handles Freedom of Information Act, Paperwork Reduction Act, federal records law matters, and ethics matters for the Board.
Advises the agency and its personnel on legislative matters.
Represents the Board in personnel matters.
Qualifications

Minimum Qualifications: As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume (no more than five (5) pages) evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the Mandatory Technical Qualifications and Executive Core Qualifications listed below. A separate narrative statement will not be accepted.
Mandatory Technical Qualifications (MTQs). Below is the description of the Mandatory Technical Qualifications for this position. Your resume (no more than five (5) pages) must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.
MTQ 1: Demonstrated experience serving as a legal authority for a transportation or antitrust regulatory agency or organization and interacting with political appointees, representatives of other Federal agencies, Congressional staff, and/or private parties.
MTQ 2: Thorough knowledge of the Interstate Commerce Act, as amended by the ICC Termination Act (ICA); the Administrative Procedure Act; and at least one of the following: the Government in the Sunshine Act; the Freedom of Information Act; the Paperwork Reduction Act; the Federal Records Act; the Ethics in Government Act; or general federal personnel law.
MTQ 3: Skill at directing and managing appellate litigation, particularly in the area of transportation or antitrust law.

Education
You must meet the minimum basic educational requirements for Attorney positions. Applicants must possess a law degree (J.D. or LL.B) from a law school accredited by the American Bar Association and be a member of the bar in good standing of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction.
