The Deputy Assistant Secretary (DAS) for Planning & Performance Management, Office of Enterprise Integration (OEI), is the principal advisor to the Assistant Secretary and Principal Deputy Assistant Secretary (PDAS) for OEI, and other key officials within the Department of Veterans Affairs (VA) on matters pertaining to strategy development; strategic planning; integrated enterprise planning; risk management, and performance management.
Duties
The DAS for Planning and Performance Management is responsible for leading and directing four services within the Office of Enterprise Integration: Strategy and Risk Management, Integrated Enterprise Planning, Strategic Planning, and Performance Management.
Leads and coordinate the Department's strategic planning process in partnership with the administrations and staff offices. Responsible for ensuring VA is in compliance with the Government Performance and Results Act (GPRA) to support accomplishment of the Department's mission, fulfillment of the Secretary's vision, and achievement of the major goals and objectives established in the VA Strategic Plan. Provides high-level coordination and technical expertise to ensure effective management of the strategic planning process to ensure effective implementation of Department's strategies.
Responsible for the leadership, innovation, governance, and management necessary to identify, evaluate, mitigate, and monitor the Department's operational and strategic risk. Develops Enterprise Risk Management tools, practices, and policies to analyze and report enterprise risks, and to manage risks according to an enterprise risk management framework. Ensures the organization's risk management policies and strategies are in compliance with applicable regulations, rating agency standards, and strategic imperatives of the organization. Establishes the Enterprise Risk Management architecture for the Department. Monitors and analyzes risks within the Department and reports on these risks to VA senior leaders.
Requirements
- US citizenship is required.
- One year probationary period required for initial SES appointment.
- Males born after 12-31-59 must be registered for Selective Service.
- Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of drug screening required.
- Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
- May be subject to reassignment geographically or organizationally.
- VA structures its SES positions into pay bands. This is a pay band 1 position and the salary range is $147,649-$221,900. Exceptions to the cap of the range may be considered in certain circumstances.
Qualifications
To meet the minimum qualifications, applicants must possess the following technical qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Demonstrated ability to successfully lead a large public or private sector organization in developing and overseeing an enterprise strategic plan. Including translating the strategy into tangible strategic and operational plans at an enterprise scale, as well as integrating organizational-level strategic planning, financial management, performance measurement, and internal management controls and reporting and accountability processes to optimize the strategy.
TQ2: Demonstrated in-depth ability to provide senior leaders expert advice regarding the identification and management of performance vulnerabilities/risks that impact the ability of a large organization to meet its goals and ensuring effective evidence-based decisions and evaluation activities are governed by departments priorities, use the best methodology, and findings are incorporated into policy and program deliberations.
