This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Contract Acquisition Support Branch. The primary purpose of this position is to serve as a Contracting Officers Representative "COR" to mean an individual designated and authorized in writing by the contracting officer to perform specific technical and/or administrative functions.

Duties

As a Contracting Officer Representative, GS-0301-12/13, your typical work assignments may include the following: Performs research, analytical, data acquisition, data analyses, and issues analyses assignments. Performs pre-award program management tasks such as the preparation of work statements and Independent Government Cost Estimates. Provides guidance concerning the technical performance of the contract. Receives, reviews, and approves reports, invoices, final reports, and/or functions of a technical and administrative nature. Conducts routine meetings to discuss/monitor cost, schedule, and performance of the contract, verifies and validates funding sources, which include review of description of services, funding needed, and period of performance match desired requirements. Coordinates COR activities verifying requirements and providing a comprehensive analysis of contracts and subsequent modifications and enhancements for provisions, alternative conditions, prices and charges, methods of computing charges, and other details. Requirements

  • GS-12 - You must have a Contracting Officer Representative (COR) level II, or be able to obtain a Contracting Officer Representative (COR) level II certification within 12 months.
  • GS-13 - You must have a Contracting Officer Representative (COR) level II certification or be able to obtain COR II certification within 12 months.

Qualifications

Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Conducting research and analysis to assist with pre-award functions which include preparing statements of work and task statements for competitive awards; 2) Providing guidance concerning the technical performance of contracts; 3) Contributing to segments of reviews for approval of reports, invoices and/or functions of a technical nature; and 4) Monitoring fund utilization to report funding issues. NOTE: You must have a Contracting Officer Representative (COR) level II certification or be able to obtain COR II certification within 12 months. You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Applying laws, policies, and regulations during the preparation of work statements and cost estimates; 2) Participating in source selection activities and providing guidance concerning the technical performance of the contract; 3) Monitoring the utilization of funds and preparing reports and alerts of funding issues; 4) Developing of reports and documentation for contract performance issues, projected contract changes, and available funds. NOTE: You must have a Contracting Officer Representative (COR) level II certification. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
