The Office of the Inspector General of the Intelligence Community (IC IG) was established within the Office of the Director of National Intelligence (ODNI) by the Intelligence Authorization Act for Fiscal Year 2010. The IC IG's organizational divisions include Audit, Investigations, Inspections and Evaluations, Mission Support Division, the Center for Protected Disclosures, and Counsel to the Inspector General.

Duties

In support of its mission, the I&E Division conducts oversight of programs and activities within the Director of National Intelligence's (DNI) responsibility and authority. The I&E Division conducts systematic and independent inspections and evaluations of ODNI components and Intelligence Community (IC) elements in accordance with the Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, which provides flexibility to develop tailored approaches for determining efficiency, effectiveness, impact, and sustainability of agency operations, programs, or policies. The I&E Division issues inspection, evaluation, and special review reports that are factual and contain evidence-based findings that are timely, credible, and useful for managers and other stakeholders. Conclusions drawn from findings generate recommendations for decision-makers to streamline operations, reduce unnecessary regulations, improve customer service, and minimize inefficient and ineffective procedures. They also improve the performance and integration of the ODNI and the broader IC. The I&E Division's multidisciplinary staff typically analyze information; measure performance; determine compliance with applicable law, regulation, and/or policy; identify savings and funds put to better use; share best practices or promising approaches; and assess allegations of fraud, waste, abuse, and mismanagement. Plan and support comprehensive multi-disciplinary inspections, evaluations and special reviews of ODNI component, and IC element programs and other activities within the DNI responsibility and authority in accordance with the CIGIE Quality Standards for Inspections and Evaluations (CIGIE standards) and Division processes. Guide project execution to include the development of project plans, objectives, and the maintenance of project schedules. Assist the conducting of project interviews, defining data collection requirements, the collection and analysis of data and records, and synthesis of information to develop findings, conclusions, and recommendations. Ensure written documents, including inspection or evaluation reports, memoranda to management, and other documents comply with the CIGIE standards and IC IG and I&E Division processes. Assist the development and presentation of oral briefings for senior ODNI and IC leadership regarding findings and the status of complex inspections and evaluations. Monitor and assess the progress of corrective measures taken by senior ODNI and IC leadership, and provide substantive advice and innovative solutions to senior officials regarding implementation of recommendations. Contribute to the effective conduct of IC IG and I&E Division operations, including identifying work process improvements and efficiencies to collaborate with stakeholders and communicate within project teams, and providing input to IC IG and I&E Division products, including the annual work plan, Management Challenges and Semiannual report to the DNI and Congress.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Technical Competencies Demonstrated ability to contribute as part of a team supporting the conduct of complex inspections, evaluations, special reviews, or similar activities, and contributing to the development reports and other products in accordance with established standards. Demonstrated analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations based on qualitative and quantitative data. Demonstrated ability to anticipate issues, balance multiple priorities, and implement effective solutions to prevent problems that might impact timelines and deliverables. Demonstrated ability to effectively communicate both orally and in writing to senior leaders and managers, external stakeholders, and audiences varying widely in background in clear and logical products that are meaningful, compelling, and relevant. Demonstrated interpersonal skills to foster trust within a team and negotiate, coordinate, and collaborate across the Federal government on complex issues and areas of concern. Ability to lead by example and exemplify core values of Integrity, Independence, Commitment, Diversity and Transparency. Minimum Qualifications Applicant must have demonstrated the required competencies at the GS-14 level in one or more of the following subject matter areas: inspection/evaluation or related field; analysis and production; collection management and operations; counter-proliferation; SIGINT; Science and Technology; contract; budget; security; human resources; logistics; or, an intelligence discipline. Desired Requirements IC experience is highly desired, but not required. Oversight experience in the Federal OIG community is highly desired, but not required.
