As a Director/Associate Director, Health Initiatives, you will be responsible for developing a dynamic Global Health strategy, supporting business development across all product lines for Global Health projects, and establish and maintain business relationships.

Duties

Note: The position title at the GS-13 level is Associate Director, Health Initiatives, and the position title at the GS-14 level is Director, Health Initiatives. Develops, recommends, and implements policies and procedures to be used by DFC to support idea generation activities and to create high impact around global health platforms. Discusses DFC programs and products with representatives of U.S. and foreign firms who have technical questions concerning programs. Developing and maintaining close relationships focused on mutually shared initiatives and missions, provides training on DFC financing programs to U.S. businesses, foreign government officials, and personnel of the U.S. Embassy and USAID missions abroad. Evaluates and provides feedback to business lines on proposals for HAPI, including early-stage project development opportunities. Supports business development teams through pre-screening and project development activities including conversion into investments. Responds to inquiries from stakeholders, including DFC Board members and Congressional Delegations. Establishes and coordinates initiatives which promote the use of DFC programs and services among the U.S. business community and appropriate foreign entities. Prepares written materials including research papers and briefing materials for senior management. Maintains accurate data concerning healthcare transaction pipeline in technology systems and produces regular and ad hoc reports on Global Health transactions pipeline and portfolio. Please Note: This is a Bargaining unit position represented by AFGE, local 1534.

Requirements

  • Must be able to obtain and maintain a Secret security clearance
  • This position will require foreign travel to developing countries

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes: 1) Reviewing proposals in sustainable financing related to global health platforms emerging markets; 2) Identifying relationships with international business associations and/or impact investing groups; AND 3) Managing and maintaining large data sets for pipeline transactions or finance portfolios or ad hoc reporting. You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes: 1) Recommending sustainable financing proposals related global health platforms emerging markets; 2) Establishing strategic partnerships with global health multilateral and regional entities, international business associations, and/or impact investing groups; AND 3) Developing strategic proposal to increase health investments across health services and infrastructure, manufacturing/supply chain and health/technology. Note: Education is not substitutional at this grade level. Please Note: Applicants may be asked to produce a writing sample during the interview stage. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
