This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in past 52 weeks must also meet time-in-grade requirements by closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. Grade may have been in any occupation but must have been held in Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To meet minimum qualifications for this position at the GS-07 grade level, you must meet one of the following:
Specialized Experience: One (1) full year of specialized experience equivalent to the GS-05 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use.

GRADUATE EDUCATION: Successfully completed 1 full year of graduate level education that demonstrates knowledge, skills, and abilities necessary to do work of this position. NOTE: Transcripts must be submitted with application to receive credit for Education.

COMBINATION: Possess equivalent combination of successfully completed graduate level education and specialized experience directly related to work of position as outlined above that meets requirements of the position. NOTE: If using education combined with specialized experience to qualify, copy of your transcript is required.

SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (SAA) at baccalaureate level in qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of criteria listed below. To qualify for SAA, applicants must have completed all requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1. Class Standing: Rank in upper one-third of your class in college, university or major subdivision.
2. Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during final 2 years of the curriculum; or3.5 or higher out of a possible 4.0 ("B+" or better) based on average of required courses completed in the major field or required courses in the major field completed during final 2 years of the curriculum.

To meet minimum qualifications for this position at the GS-09 grade level, you must meet one of the following:
Specialized Experience: One (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use.
NOTE: Applicants wishing to receive credit for such experience must clearly indicate nature of their duties and responsibilities in each position and number of hours a week spent in such employment.

GRADUATE EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related that demonstrates knowledge, skills, and abilities necessary to do work of this position.

COMBINATION: Equivalent combination of successfully completed education and specialized experience directly related to work of position as outlined above that meets requirements of the position. Only education more than first year (18 semester hours) may be used to qualify applicants for GS-09 level.
