This Inventory Management Specialist (EX) position is located at the Edward Hines Jr. VA Hospital in Hines, IL and is part of the VA's Great Lakes Health Care System in the Veteran's Integrated Service Network (VISN 12). This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s).

Duties

Major Duties: Conducts short, mid and long-term advanced planning for expendable items and DME, utilizing enterprise-wide computerized planning tools. Makes emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Analyzes, coordinates and controls management of stock items to support preparation of long-range forecasts necessary to support new requirements. Participates in the creation of acquisition strategies to acquire and purchase DME, displaying familiarity with contracting laws and regulations with industry practices. Coordinates with various program managers of using activities and/or their representatives regarding sources of supply and acceptable substitutions when the standard items are too costly or unavailable from the normal source of supply. Implements federal and agency programs for the return and reutilization of medical supplies. Utilizes automated inventory management system, such as General Inventory Package (GIP) or other equivalent system, to maintain current inventory data. Carefully handles highly specialized items which may require any or all of the following: sub-zero temperature control; delicate care instructions; sterile processing; and refrigeration. Analyzes inventory management reports including due-in reports, pending backorder reports, outdated inventory reports, inventory balance reports and 90-day inactive reports. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. GS-7 GRADE REQUIREMENTS: EXPERIENCE: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes: comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management and planning principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services associated with expendable systems and processes; knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; ability to maintain inventory control records in an automated system for items in inventory; Thorough knowledge of a complex variety of VA Regulations, Directives, Handbooks, bulletins, and accurately maintain perpetual inventory accounts for expendable items in a fully computerized and integrated data base system; Comprehensive knowledge of the GIP or similar expendable inventory management system and the ability to use various computer database applications and office software programs for various communications, functions and reports. OR, EDUCATION: Must have successfully completed one (1) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED. OR, Must have completed a 4-year course of study leading to a bachelor's degree and have superior academic achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society. OR, COMBINATION: Must have successfully completed an equivalent combination of experience and graduate education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
