The primary purpose of this position is to provide planning, directing, organizing, and exercising control over the disbursing operations at Luke AFB, to manage nonsupervisory cashiers, paying agents, change fund custodians, collection and disbursing agents assigned under Luke AFB.
Duties
Plans, organizes, and directs the activities of the Luke AFB Disbursing Operations, ensuring that disbursing and cash operations complies with legal and regulatory requirements and meets customer needs.
Assumes financial responsibility and pecuniary liability for physical loss of funds as well as illegal, incorrect, improper and/or erroneous payments.
Receives and examines complex civilian payroll authorization documents (e.g., leave authorization forms, direct deposit and taxes, and employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions (e.g., doctors and nurses under Title 38, firefighters, etc.).
Performs duties in support of the civilian payroll function.
Represents 56th Comptroller Squadron with a variety of installation and functional area organizations.

- Due to cash handling and transportation, the incumbent bus display attention to detail and comply with all security rules/regulations in the protection of government funds. The incumbent must understand the pecuniary liability that applies.
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of the financial policies, precedents, goals, objectives, regulations, and guidelines of disbursing operations knowledge of the organizational structure and functions of the agency; US Treasury policies, banking processes, regulatory procedures, and administrative and financial management systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of missions, functions, goals, objectives, work processes, sources of funding; commonly used accounting methods, practices, procedures, regulations, and policies, and the ability to articulate this information to employees, supervisors, budget analysts, disbursing agents, managers, and commanders.
2. Knowledge of resource management security regulations, practices, and procedures.
3. Knowledge of financial management (civilian pay, military pay, travel and GTC) terminology/structures and interrelationship of accounts and the effect of transactions on the overall system of ledgers.
4. Knowledge of complicated civilian pay and leave rules, regulations, laws, allowances, and procedures; and the data system(s) used to support civilian pay actions.
5. Ability to compile, research, reconcile, and record financial data, analyze payroll records and reports, take corrective action and be able to communicate effectively both orally and in writing to justify, defend, present and/or advise on accounting, disbursing, payroll, travel, and GTC processed and actions.
6. Ability to establish and maintain effective relationships with and gain the cooperation of various levels of management with the federal and/or private sectors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
