You will serve as a RESEARCH HEALTH PHYSICIST (DIRECTED ENERGY/PROGRAM MANAGER) in the NV, ORT-STR: NVAVI of NAVMEDRSCH UNIT SAN ANTONIO.
This announcement uses the OPM DHA for STEM Position to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will serve as Director, Directed Energy Health Effects Directorate, Naval Medical Research Unit San Antonio.
You will supervise highly specialized and technical professions, technicians, and research administrative providing both technical and administrative supervision as required.
You will exercise the delegated authority for overseeing the planning, direction, and timely execution of multiple science projects/programs.
You will monitor and control of project/program funding to include the planning, use and distribution of funds, and timeliness to meet ongoing multicentered and multiyear projects/programs goals and objectives.
You will plan and evaluate long-range projects that accomplish the organization’s mission.
You will provide technical authority in the interpretation of guidelines for the completion of research objectives and for the development of directed energy health effects and the development of safety standards.
You will develop and modify new methods and procedures that deviate from established approaches to address complicated health and readiness issues.

ALL Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. (TRANSCRIPTS REQUIRED OR YOU WILL RATED INELIGIBLE)
or
Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A. (TRANSCRIPTS REQUIRED OR YOU WILL RATED INELIGIBLE)
In addition to meeting the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Formulating experimental design and execute human and animal research, (i.e., developing/supervise research efforts investigating the impact of hostile non-ionizing radiation; nonionizing radiation biological effects, photo-acoustic spectroscopy, laser induce optical spectroscopy, and laser induced coherent photo-acoustic spectroscopy, etc.…);
Utilizing techniques for biological and physical sciences, especially those related to electromagnetic physics, cell and molecular biology and histopathology and to exercise statistical analysis/inference related to scientific study, such as statistical power, and hypothesis testing;
Leading and participating in important committees, such as those for approving research protocols for animal research, providing safety oversight, or setting organizational policy;
Interpreting complex scientific documentation, including technical reports, peer reviewed scientific publications, case reports, patents, and professional journals - not to exclude naming authorship or co-authorship on scientific publications and patents; AND
Consulting as/if needed w/other disciplines both internal and external involved in the study/project in assessing alternatives prior to determining a course of action for varied subsystems, complex systems integration issues and program functions, and services.
