You will serve as a Supervisory Program Analyst in the Director Warfare Integration Directorate (N2N6I) of DNI/DDNI OPNAV SUPPORT STAFF. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as a Supervisory Program Analyst for Naval Intelligence, responsible for oversight and execution of the CNO NAVPLAN Implementation Framework (NIF) and Ca4 team. You will direct development, and the track progress and execution of the US Navy's plan to counter adversarial Counter-Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C-C5ISRT). You will develop Ca4 NIF analytic activities that include proposals for the Naval Analytic Studies Process (NASP) and prospectus for CNO Directed War games. You will coordinate with other NIF's to align analytic focus of Intelligence, Studies, War games, Experiments, Exercises, Testing, Emulation, and Modeling and Simulations. You will lead Naval Intelligence representation to formal IC, DoD, DoN campaigns, identifying and ensuring the highest attention to the Navy’s priorities, plans, objectives and equities. You will direct and supervise work produced by civilian and military personnel. You will brief Senior Naval and Defense Leaders on the U.S. Navy’s strategy, plans, roadmaps, objectives, and other equities in support of C-C5ISRT efforts.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS trial period.
  • This position requires periodic polygraph examinations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating expert knowledge of Counter-Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting(C-C5ISRT) capabilities; 2) Evaluating warfighting capability gaps to develop integrated Information Warfare investment strategies; 3) Integrating Information Warfare data from multiple sources to produce non-standard and innovative assessments and recommendations; 4) Coordinating or conducting analysis of Information Warfare programs or capabilities to support resourcing decisions; and, 5) Preparing and presenting briefings to high-level officials.
