Serves as an Executive Services Business Partner within the Office of the Chief Human Capital Officer (OCHCO) responsible for working strategically and providing advisory, consultative, and end to end human resources (HR) and executive business management services to NASA's senior leaders which consists of NASA's Political Appointees, Senior Executive Service (ES), Scientific and Professional (ST), and Senior Level (SL).
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as an executive HR expert, providing technical authority to the Center and Agency in interpreting executive HR policy and legislation. Provides guidance on Executive workforce strategy and succession planning.
Serves as a technical expert in managing difficult, complex, sensitive cases involving NASA executives.
Supports the Chief Human Capital Officer (CHCO), Deputy CHCO, OCHCO Enterprise and Center Leaders, and the Executive Services leaders in managing and delivering high performing and effective executive HR programs.
Provides consultative and advisory services that cover the full spectrum of HR functions to top senior executives. Serves and supports NASA's Senior Executives and NASA Human Capital (HC) Leadership on executive matters.
Provides expert management advice and counseling to executives on matters related to HR, business, and their employment with NASA.
Facilitates and conducts Center and Agency level councils, boards, and teams supporting the operational development of ESBP, HR, business, and management programs and work concepts within the Agency HR programs.
Counsels executives on a wide variety of topics including individual development and career development options. Informs executives of leadership and development opportunities available to them.
Designs and implements strategies and action plans for accomplishment of initiatives within scope, cost, and schedule. Assesses program metrics and data to facilitate continuous improvement of operations.
Leads Division-wide initiatives, programs, or projects aimed at resolving critical problems, or developing new concepts related to the development, improvement, and evaluation of substantive HR programs.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Serving as a Human Resources Business Partner or consultant providing strategic advice to leadership in one or more HR functional areas
Researching, analyzing and evaluating complex human resources issues and recommending methods and strategies for resolution
Analyzing trends to drive strategic business and human capital decisions
Advising on staffing, performance management, organizational development, or workforce planning
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Applying technical HR expertise to provide advisory and consultative services and resolve human capital issues in one or more HR functional areas
Serving as a strategic HR consultant providing expert advice to leadership in the areas of staffing, performance management, organizational development and/or workforce planning
Analyzing and providing recommendations to resolve problems or issues which directly affect the accomplishment of strategic human capital program goals and objectives
Contributing to planning, designing, and implementing comprehensive and responsive human capital programs or projects
Collaborating with appropriate HR Subject Matter Experts to address customer needs
