The incumbent will serve as Section Chief(s) in the Health Administration Service (HAS) for the New Mexico VA Healthcare System and provides a high level of administrative support to HAS, upper management and clinical services. The primary function of this position is to provide leadership in the management of the Enrollment/Eligibility, Patient Funds, Decedent Affairs, Emergency Room clerks and the Specialty Clinical Support Unit, and the Customer Service and Primary Care.

Duties

Coordinating and supporting mechanisms for successful data capture. Coordinates the collection of data concerning patient care activities, makes computations as required and reports monthly, quarterly or annually to management. Responsible for administering the Beneficiary Travel Program, which includes contract ambulance and special need transportation. Responsible for overseeing the telephone operator contract staff. Makes daily and frequent personal and telephone contact with variety of individuals including physicians, nurses, technical support staff, veteran patients, and families of patients, and Veteran Service Officers. Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care. Conducts special studies for identifying opportunities to improve customer service and process quality. Applies an extensive knowledge of various VA directives, Healthcare System policies and publications pertinent to patient care, (i.e., monetary benefits, methods of applying for death benefits, eligibility for care, etc.) and the priorities associated to them, (i.e., travel regulations). Directs staff to enter no-show information for patients who fail to report for scheduled appointments, rescheduling patients for the future as determined by the physician. Assures medical record processing is done in accordance with established time frames. Ensures patients are comfortable and treated courteously, enthusiastically and in a timely manner. Responsible for organizing and scheduling all mandatory training and education of all staff to include the CBOC and Outpatient Clinic administrative personnel. Responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, recruitment and placement, position management and classification, preparing position descriptions, overseeing semiannual and annual evaluations, counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities. Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training. The incumbent(s) keep the Assistant Chief and/or Chief HAS advised of any needs or problems identified and works to resolve any conflicts/problems at the lowest level possible. Work Schedule: Monday through Friday, 08:00 a.m. - 04:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising or leading others in planning work or evaluating performance; Refine and Create Reports/Analyze to make recommendations for efficiency and effectiveness of a substantive program; Extract and Compile Data/Implement data processing documentation procedures; Ensure administrative and regulatory requirements pertaining to the section are met; use Microsoft system programs (Word, Excel, Power Point, SharePoint, etc.), Effective verbal and written communication skills.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
